Description
The Landkreis Freising intends to expand the Josef-Hofmiller-Gymnasium in Freising at the underlying school site. Due to increasing student numbers, there is an additional need for space, particularly for classrooms, specialist rooms, and teacher areas. The existing school complex, which has been developed in several construction phases since 1960, exhibits functional deficiencies, structural defects, and inadequate spatial organisation. There is also a significant need for renovation of the existing buildings. The existing swimming and sports hall is structurally severely damaged and is no longer in use. -- As part of the feasibility study created in 2024/2025, four possible variants for the implementation of this project were considered. The AG has already decided that the sports hall (as in the considered variants C/D) should be integrated into the extension building. The measure comprises the following essential project components: • Demolition of the existing swimming and sports hall and other partial areas • New construction of a school extension in combination with a sports hall incl. the science specialist rooms • Reorganisation and upgrading of the outdoor facilities and sports areas -- The planning goals are based on variant D of the feasibility study. This provides for a compact, integrated solution with minimisation of land use, in which the school extension and sports hall are combined in one building. Essential features: • Terraced building transverse to the existing structure, embedded in the slope • Integration of the sports hall from ground floor level into the topography • Above-ground 3- to 4-storey height development adapted to the existing structure • Multiple functional links with the existing structure (linking building / bridge) A land-use plan is available for the area. A project-specific land-use plan still needs to be created. The procedure for creating this project-specific land-use plan is led by the city of Freising. These services are tendered and awarded by the city of Freising. To make room for the new building, existing buildings and part of the existing school building must be demolished. The necessary demolition work includes the building part "Bauteil B, West" (year of construction 1959), the multi-purpose hall with swimming pool and the double sports hall (year of construction 1972) as well as the caretaker's house with 4 residential units and garages. This demolition takes place before the start of the new construction. The demolition and the new construction are to be carried out during ongoing school operations. The demolition statics is part of the required services of the contractor and is already taken into account in the preliminary billable costs of the specialist planning structural engineering. The contractor must provide the planning of the securing of the excavation pit § 41 HOAI 2021 civil engineering structures. This is considered as a separate object. The construction work will take place during ongoing school operations. The minimisation of the disruption of school operations by the construction site must therefore be taken into account in the planning. The following challenges for structural engineering result from variant D: • Partial demolition for connection to existing building structures • Hillside with complex topography and height differences • Integration of the sports hall into the terrain (partially buried / superstructure) • Necessity of special civil engineering / deep foundation • Structural engineering for combined use (school + sports hall) • Consideration of: o large spans over 25m (sports hall) o differentiated load assumptions o economical and sustainable construction -- The subject of the contract are the services of the specialist planning structural engineering phases 1 - 6 as well as the special service engineering inspection of phase 8 according to HOAI 2021. The order is placed in stages according to § 51 HOAI. In the event of an order, phase 1, phases 1 and 2 will be ordered as the first stage. The client will decide on a further order of the performance stages in the further course of the procedure. No claims can be derived from the staged order for the transfer of further performance stages or further services. The construction costs (cost groups 200 - 600) are estimated at gross approx. 23 million euros. -- The start of planning should be immediately after the order, presumably in October 2026. The setting up of the construction site could therefore begin in the 3rd quarter of 2028, commissioning in coordination with AG, planned for 1st quarter 2030 – The special services are designed as options that the client can call up, but is not obliged to call up. -- The contract template is attached to the tender documents.
