The objective of the current public procurement is to ensure the project readiness of Municipality of Plovdiv for the implementation of the linear object (park) – the riverside area of the southern bank of the Maritsa River, through the development of investment projects in the respective phase and the exercise of author's supervision during construction (for Zone 1 only). The subject of the procurement covers the area along the southern bank of the Maritsa River (Boulevard "Maritsa-yug", Plovdiv) in the section from Boulevard "Tsar Boris III Unifier" to Sports Hall "Plovdiv", divided into the following five zones: Zone 1 - from Boulevard "Tsar Boris III Unifier" to ul. "Rayko Daskalov" (Pedestrian Bridge), with a total length of 405 m and area of 3,773 sq.m, Design Phase: Technical Investment Project (TIP) and author's supervision; Zone 2 - from ul. "Rayko Daskalov" (Pedestrian Bridge) to ul. "Pobeda", with a length of 540 m and area of 7,442 sq.m, Design Phase: Conceptual Investment Project (CIP); Zone 3 - from ul. "Pobeda" to Boulevard "Vasil Aprilov", with a length of 620 m and area of 7,027 sq.m, Design Phase: Conceptual Investment Project (CIP); Zone 4 - from Boulevard "Vasil Aprilov" to Boulevard "Koprivshtitsa", with a length of 770 m and area of 8,189 sq.m, Design Phase: Conceptual Investment Project (CIP); Zone 5 - from Boulevard "Koprivshtitsa" to Sports Hall "Plovdiv", with a length of 425 m and area of 4,450 sq.m, Design Phase: Conceptual Investment Project (CIP). The subject of the procurement includes the following activities, detailed in the technical specification. Activity 1 – Development of a Technical Investment Project (TIP) for Zone 1, in scope and content according to Ordinance No. 4 of 2001 for the scope and content of investment projects, including all necessary initial studies, coordination with operating companies and competent authorities and completion for the issuance of a building permit. Activity 2 – Development of conceptual investment projects (CIP) for Zones 2, 3 and 4 in scope and content according to Ordinance No. 4 of 2001 for the scope and content of investment projects, as a basis for subsequent awarding of technical or working projects and for determining the cost of construction. Activity 3 – Exercise of author's supervision during construction in accordance with Article 162 of the Spatial Planning Act, implemented on the developed TIP for Zone 1. For CIP for the remaining zones, author's supervision is not envisaged, as the construction will be carried out on the basis of subsequent TIP or WIP. Activity 4 (option under Article 5, Paragraph 1 of the Public Procurement Act) – Development of a Conceptual Investment Project (CIP) for Zone 5 in scope and content according to Ordinance No. 4 of 2001 for the scope and content of investment projects, as a basis for subsequent awarding of a technical or working project and for determining the cost of construction. The option is awarded under the conditions of the current documentation and project of the contract, only with secured financing and after written notification from the contracting authority to the contractor within the contract period for awarding the current public procurement. The contracting authority is not obliged to exercise the option and the contractor does not acquire the right to any compensation in case the option is not awarded. The project for Zone 1 (Activity 1 and Activity 3) is implemented within the framework of the Programme "Regional Development" 2021-2027, Project “Banks of the Present - a set of measures under the Programme “Regional Development” 2021-2027” in partnership with Municipality of Gabrovo. The grant contract with Municipality of Plovdiv is with reg. No. BG16FFPR003-2.006-0125-C01. The scope of Zone 1 includes: improvement, greening, park development along the southern bank of the Maritsa River – improvement of the pedestrian environment, greening, vertical planning, construction of parking equipment, repair of retaining walls and parapets, formation of rest areas, construction of a "virtual bridge" as a digital platform for cultural content and presentation of events in the cities of Gabrovo and Plovdiv, including the screens provided for installation in the two cities; exercise of author's supervision during construction in accordance with Article 162 of the Spatial Planning Act, implemented on the developed TIP for Zone 1. Other conditions under which the subject of the procurement will be implemented, as well as the rights and obligations of the contracting authority and the contractor, are contained in the project of the contract, the technical specification, the technical and price proposal – annexes to the documentation for the public procurement.
