The town of Bacharach plans to convert the Rathausensemble, consisting of the main building, ancillary building, and courtyard in Bacharach am Rhein, into a town hall with a tourism and cultural centre as part of a comprehensive renovation. For this purpose, the contracting authority has already had a feasibility study prepared, which is part of the tender documents and available for download. The feasibility study contains a usage concept and planning variants, which are not binding. The feasibility study serves only as an orientation. The ensemble was built between the 16th and 19th centuries and has been the town hall since 1941. The listed historical "Kurpfälzische Amtskellerei" in Oberstraße 1 consists of three wings - a front building, a rear building, and two ancillary buildings of more recent construction - all of which run parallel to the street. The front building, which is characterised by a distinctive timber-frame structure in the upper storeys, particularly shapes the town's skyline. It houses the council chamber, rooms of the municipal administration, the municipal works department, and rented office space. The rear building is largely empty. The ancillary buildings house the workshops of the municipal works department. The courtyard complex has a considerable need for renovation. The town hall building is not barrier-free despite its public use. The basement and first floor of the rear building are not usable in their current condition. For details, reference is made to the enclosed "Feasibility Study" and "Sanierung Rathaus Bacharach Erklärung" and the other tender documents. A conservation-appropriate renovation is planned to preserve the cultural monument and ensure sustainable use. It is planned to restore and modernise the front building with the connecting wing and the courtyard. The town hall, together with the courtyard and the rear building, is to serve as a central point of contact and high-quality space for citizens and tourists in Bacharach. In addition, the town hall should also fulfil its function as a public utility and follow-up facility. The rear building is to undergo a stock-oriented restoration/modernisation for conversion. The renovation aims to make the currently unused areas usable again. The rooms should be used as modern municipal housing or, in parts, adequately as a public utility and follow-up facility. Furthermore, the facade is to be renovated and the causes and damage from ingressing water are to be eliminated. Use of the cellar and an extension of the attic are not planned. The implementation of the new building (according to the feasibility study) instead of the equipment shed is not planned. The equipment shed is to be restored and continue to be available to the municipal works department. In addition, the dilapidated warehouse is to be demolished. The courtyard, which is currently used mainly for parking, is to be upgraded in terms of design and used as a high-quality open space for staying and events. The following uses are to be provided after further determination by the municipal committees: town hall administration, council chamber, exhibition, office space, club rooms, stay + workshop municipal works department, storage space, sanitary facilities, lift, public toilet, tourist information, event space, cultural use, open spaces with staying quality, etc. A detailed building survey including surveying and a building-historical investigation will be commissioned for the property. The project planning is to be carried out in close coordination with the monument preservation, the specific requirements of monument protection are to be taken into account. Sustainability aspects and climate protection are to be considered in the planning. The enclosed project timeline is to be used as a guide. The deadlines for submitting grant applications from funds for monument protection and urban development are to be met.
