Finland – Services incidental to forestry – Monimuotoisuuden monitorointi
Description
The objective of the procurement is to find an innovation partner (hereinafter the Supplier) with whom the aim is to develop a system ("Monitoring Tool") for the data-driven monitoring of forest biodiversity and the control of forest use (Annex 1 Procurement Object). The aim is to find various potential and risk targets by combining data from a multi-source and extensive dataset, also with the assistance of artificial intelligence. In the final version, solutions produced by artificial intelligence must be distinguished from solutions produced by other methods, for example by marking them as produced by artificial intelligence. The development phase tasks can be categorized so that 1) based on the geometry of the received forest use notification, the risks and potentials related to the upcoming logging are examined from the perspective of maintaining biodiversity, and 2) various previously unidentified potential nature management targets/biodiversity targets can be identified within a freely selectable area delimitation. The aim is that the identification of targets can be guided and the results can be reviewed and reported using a separately constructed web-based (HTML) map tool/user interface. The map tool is intended for the internal use of the Finnish Forest Centre only. A key task is to develop an "engine" in which the data search and calculations take place and which can be guided by the aforementioned map tool. Funding has been granted for the innovation partnership project to be tendered from Business Finland. According to the procurer's preliminary plan, the Monitoring Tool service is developed in cooperation between the procurer and the innovation partner so that the innovation partner carries out a significant portion (target 40%) of the development work at its own cost, and receives only a portion (target 60%) of the share as compensation from the procurer. The total costs of the development phase are estimated to be 300 000 euros (incl. VAT) including the Finnish Forest Centre's own labour costs and data procurement. The Finnish Forest Centre will carry out the data procurement (satellite images, possible drone imagery) for the development phase. A more detailed description is provided in Annex 1 Procurement Object.
