With the present document, the participation competition for the award procedure OGS-Erweiterungsbau at the Gemeinschaftsgrundschule Hückeswagen-Wiehagen as general contractor services is initiated. The Schloss-Stadt Hückeswagen, as the contracting authority, is seeking a general contractor (hereinafter also uniformly: GU) who, within the framework of a lump-sum contract, will realise the turnkey and operational-ready OGS-Erweiterungsbau at Blumenstraße in Hückeswagen. In the present participation competition, up to five applicants will be selected based on their suitability and relevant capacity, who are to participate as bidders in the subsequent negotiation procedure. The contract will be awarded to the most economically advantageous tender. The price will be weighted with 90% and the expected quality with 10%. The contracting authority looks forward to receiving your application for participation, which you are kindly requested to prepare on the basis of the following instructions:
1. Project Description
The Schloss-Stadt Hückeswagen intends to commission a general contractor to realise the turnkey and operational-ready extension new building at the Gemeinschaftsgrundschule Hückeswagen by 28.06.28. The site is located on the property of the existing Gemeinschaftsgrundschule, Blumenstraße, 42499 Hückeswagen, and includes the existing building as well as schoolyard areas with green and play areas. The site is accessed via Blumenstraße; additional regulations for construction access will be specified later in the tender documents. The subject of the construction task is the new construction of an OGS extension building as an annex to the existing school building. The extension building is planned as a three-storey building (basement, ground floor, first floor); the basement is partially underground. The connection to the existing building is made via an intermediate building, which houses an entrance area as well as barrier-free access via staircase and lift. In this area are also the respective accesses/connection areas to the existing building (per level according to planning/lead details). The extension building serves to provide additional space for care and learning. It includes, in particular, learning and care areas (e.g. class/group/differentiation areas according to planning), open learning and stay areas in the corridors, meeting and office rooms, sanitary and ancillary rooms, storage and technical rooms as well as the necessary traffic and access areas. The concrete room and area allocation results from the later tender documents, in particular a room list/room groups and planning documents are to be provided. The existing building remains in its basic structure and will continue to be used throughout the entire project duration. Predominantly minor, functional adaptations in the existing building are planned, which are justified by the annex and the connection areas; these existing measures will be described separately in the later tender documents. The basis for the invitation to tender are the project foundations provided by the client, including the description of services, planning documents/AG planning documents, lead details/system specifications, specialist planning documents as well as the further documents named in the tender documents. Building permit or approval documents will be taken into account to the extent that they are attached to the tender documents, in accordance with Chapter 6.1; the contractually specified execution bases are decisive for the preparation of tenders, calculation as well as work and assembly planning. The school and OGS operation will continue during the construction phase; the construction progress and logistics must therefore be organised in a disturbance-free, safe and user-oriented manner. In particular, user and traffic safety, the clearance of escape and rescue routes as well as the requirements for an orderly construction site logistics in the school environment must be taken into account by the contractor. In this regard, in particular the fire protection specification for the escape and rescue route situation during the construction period must be observed. The tendering procedure will be conducted in accordance with § 3a EU VOB/A and is planned as a multi-stage procedure. Initially, interested applicants will go through a participation competition in which their general suitability and capacity must be demonstrated. Based on published evaluation criteria, up to five applicants will then be invited to submit a concrete offer.
