The subject of the procurement is medical services for the Kymenlaakso well-being services county. The procurement will establish a dynamic supplier register. This is a procurement procedure designed by the contracting entity in accordance with the principles of the procurement act for the procurement of the medical services in question. The procurement procedure is described in more detail in the annex "Description of the Procurement Procedure". The procurement will be carried out as a social and health services procurement in accordance with Chapter 12 of the procurement act. The contracting entity will use a procedure of its own design, open to new suppliers throughout its entire period of validity, for the procurement. This procedure is referred to as a dynamic supplier register in these procurement documents. The procedure is not a dynamic procurement system as referred to in Sections 49–52 of the procurement act. The services that may be competed for within the procurement system are the provision of medical services as a comprehensive service and the leasing of general, specialist and dental medical staff to specific targets within the well-being services county as defined in internal competitions. The subject of the procurement is described in more detail in the annex "Description of the Subject of the Procurement". The procurement system is divided into sub-areas:

- Sub-area 1: Leasing of general medical staff

- Sub-area 2: Leasing of specialist medical staff

- Sub-area 3: Leasing of dental and specialist dental staff

- Sub-area 4: Medical services as a comprehensive service

- Sub-area 5: Oral health care medical services as a comprehensive service

Participants are invited to join the procurement system by submitting an application to participate. The application is made on a sub-area basis, and a candidate may choose to participate in one or more sub-areas. During the validity of the procurement system, the well-being services county may publish internal calls for tenders within the system, which may be directed at one or more sub-areas. Internal calls for tenders are sent to candidates approved for the relevant sub-area in the system. An approved candidate may then choose whether to submit a tender in response to an internal call for tenders.
