France – Water distribution and related services – Concession du service public de l'eau potable du SIEHL 2027 - 2036

The subject of this consultation is to designate the future concessionaire of the public water supply service (production, transport and distribution) of the Syndicat Mixte des Eaux de la Haute-Loue. The concession area consists of 80 communes as of 01/10/2027 (i.e. 41,449 inhabitants). It will be supplemented by 3 communes as of 01/01/2029 (+1,900 inhabitants) and 14 bulk water sales. This procedure is carried out in accordance with the provisions of the 3rd part of the Public Procurement Code relating to concession contracts and Articles L1411-1 and following and R1411-1 and following of the General Code of Local Authorities. The procedure implemented is called the "restricted" procedure. The candidate will first submit a tender. The Public Service Concession Commission, referred to in Article L. 1411-5 of the General Code of Local Authorities, will draw up the list of candidates eligible to submit an offer after examining their dossier and their economic, financial, technical and professional capacities, their professional and financial guarantees, as well as their compliance with the obligation to employ disabled workers and their ability to ensure the continuity of the public service and the equality of users before the public service. The documents constituting the tender dossier, and in particular the draft concession contract, will then be transmitted to the candidates eligible to submit an offer.
