Summary of the current procedure: With the present document, the selection procedure for the award procedure for the construction of a four-group daycare centre „Balker Aue“ with outdoor play areas, as well as the preparation and completion of the site (including demolition of the existing building) in Leichlingen as a total over/ total under contract is initiated. The Blütenstadt Leichlingen (hereinafter: contracting entity) is looking for a total over or total under contractor (hereinafter also uniformly: TÜ) who, within the framework of a lump sum contract, will create the key-ready and operation-ready replacement new building of a barrier-free and disabled-accessible four-group daycare centre „Balker Aue“ with outdoor play areas. In the present selection procedure, up to three (maximum five) candidates will be selected on the basis of their suitability and relevant capacity, who are to participate as bidders in the subsequent negotiation procedure. The contract will be awarded to the most economically advantageous tender. The price will be weighted with 60% and the expected quality with 40%. For unsuccessful bidders in the subsequent negotiation procedure (not in the present selection procedure) a compensation for expenses in the amount of € 15,000 gross will be offered per bidder (prerequisite: submission of a valuable first offer and possibly a valuable follow-up offer and a valuable final offer). If the respective bidder submits only a valuable first offer, the compensation for expenses will be € 10,000 gross. Clarification: Participation in the selection procedure alone does not give rise to any claims of the candidates. The successful bidder will not receive a compensation for expenses. The contracting entity looks forward to receiving your application, which you should prepare using the following instructions: The Blütenstadt Leichlingen intends to commission a TÜ who, within the framework of a lump sum contract, will implement the key-ready and operation-ready replacement new building of a barrier-free and disabled-accessible four-group daycare centre „Balker Aue“ with outdoor play areas. The new building is to be constructed by a total over contractor or total under contractor by approximately the first quarter of 2028 (ready for use) on the site at Oskar-Erbslöh-Straße in Leichlingen. „Total over contractor commission“ is defined as the commissioning of a contractor who is jointly and severally liable and who takes over all the planning, coordination and execution services, consisting of all the necessary planning services according to HOAI, possibly special consulting services according to AHO and all the necessary execution services relating to cost groups 200-600 (according to DIN 276). The new daycare centre is to have the following features (for details, please refer to the functional performance description): • inclusive room and usage concept • digital infrastructure according to the requirements of the LVR (meaning thereby three-room concept) to support pedagogical and inclusive usage concepts • caretaker area including the necessary rooms for this • outdoor play areas. In addition, a caretaker area with a double office and a storage room, which is to be constructed separately from the daycare centre's access structure, is to be provided within the new building structure. In addition to the new building, the complete demolition including the disposal of all existing buildings on the planning area is part of the advertised service, as is the creation of the outdoor facilities on the site. The renewal of the existing town clock of the city of Leichlingen is also part of the services in the outdoor area. The project is subject to a general financing reservation. It is intended to be implemented using funding from the LVR. The tendering procedure is designed as a negotiated procedure with a selection procedure according to § 3a Abs. 2 VOB/A-EU and is planned as a multi-stage procedure with a design solution approach. Interested candidates first go through a selection procedure in which the basic suitability and capacity must be proven. On the basis of published evaluation criteria, three to a maximum of five candidates will then be invited to submit a concrete offer. The following information and documents must be submitted with the first offer (ATTENTION: The following information and documents are not yet to be submitted with the application!): • Design proposal consisting of: o Location plan | Scale M 1:500 o Floor plans | Scale M 1:200, incl. sketchy representation of the equipment and furnishing, as well as representation of the outdoor facilities/areas o conceptual colour and material design o Sections/Views | Scale M 1:200 o Perspective representation of the building • Explanatory report on the urban planning, architectural, design, structural, functional and operational solution approach • Explanation of the implementation of barrier-free and disabled-accessible requirements • Explanatory report on the planned technical concept, in particular on energy-efficient, sustainable and economical methods and procedures • Project schedule (planning phase, construction phase, acceptance, commissioning and handover phase) showing the critical path • Mass/area statement according to DIN 277 | BGF, BRI, NRF (NUF, VF, TF) • Cost estimate for construction and ancillary costs according to DIN 276 - trade-oriented (2nd level) • Follow-up cost consideration (operating and maintenance costs) • Price as a lump sum fixed price offer as well as maintenance offer(s) The further details of the subject matter of the contract and the procedure can be found in the invitation to tender (Attachment 01 of the tender documents) as well as in the enclosed FLB including attachments.
