Description

The subject of the public procurement contract is the supply of 10 new electric buses for public passenger transport and 3 fast-charging stations (installation, integration, configuration, testing and functional trials, commissioning, staff training, staff authorisation, completion of the necessary formalities for registration and putting into circulation, remediation of any non-conformities identified during the verification and acceptance stage) within the project: "Urban Mobility – Construction of Bus Depot and Procurement of Public Transport Means with Zero CO₂ Emissions, Including Charging Stations, in the City of Buftea, Ilfov County", funded under the Bucharest–Ilfov Regional Programme 2021–2027, Priority 4 – "A Region with Enhanced Mobility", Specific Objective 2.8 – "Promoting Sustainable Multimodal Urban Mobility as Part of the Transition to a Zero Carbon Dioxide Economy", from the European Regional Development Fund (ERDF), under the project call PR BI/P4/4.1/4.2/1/2025. The contract covers the procurement and commissioning of: 10 new electric buses for urban public passenger transport; 3 fast-charging stations compatible with the supplied buses; equipment, accessories, software and components necessary for the integrated operation of the electric transport system; related services of delivery, commissioning, testing, staff training and warranty assurance. Through the implementation of the project and the procurement of non-polluting public transport means, the following are pursued: • increasing the attractiveness of public transport and the degree of its use within the modal distribution of urban travel; • reducing greenhouse gas emissions and contributing to climate neutrality objectives; • reducing atmospheric and noise pollution generated by urban traffic; • promoting urban public transport as a sustainable alternative to personal car use; • increasing the accessibility of the population to the main points of interest in the city of Buftea; • improving the public transport service through reduced travel times and improved service quality; • reducing the social and economic costs generated by urban traffic congestion; • developing a modern, energy-efficient urban mobility system adapted to the needs of the green transition. The estimated results of the contract implementation include: • putting into circulation a fleet of modern electric buses with zero local CO₂ emissions; • developing the infrastructure necessary for the rapid charging of electric vehicles; • reducing the consumption of fossil fuels in local public transport; • improving comfort, safety and accessibility for public transport service users; • increasing the reliability and operational efficiency of the public transport service; • aligning the urban mobility system of the city of Buftea with European objectives regarding sustainable mobility and environmental protection. Deadlines for submission/response to requests for clarifications/additional information: A. In accordance with the provisions of Article 160(1) of Law No. 98/2016 as amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 18 days before the deadline for submission of tenders. B. In accordance with the provisions of Article 160(2) of Law No. 98/2016 as amended and supplemented, it will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for tenders through a consolidated response, to the extent that they are addressed within the deadline set in the participation notice.
