Finland – Construction work – Osallistumispyyntö: Itäkeskuksen peruskoulu, elinkaarihanke

The project concerns a comprehensive school to be built in Itäkeskus, Helsinki. The project will be implemented as a life-cycle project. The new facilities are intended to accommodate 700 pupils in a unified comprehensive school. The area's schools are to form an attractive entity that serves the developing Itäkeskus area. The school will provide basic education for grades 1-9, preparatory education for grades 7-9, inclusive preparatory education, and classroom-based special education. The school will offer bilingual Finnish-English education for all pupils in grades 1-4. Approximately 62% of the school's pupils are foreign-language speakers and approximately 34% are special-needs pupils. The school will also include facilities suitable for the basic education of TOI, POY, and EAU special-needs pupils. The project includes a large sports hall (902 m²), which will be built in the school's facilities in cooperation with the cultural and leisure sector. Itäkeskus Comprehensive School has a sports focus starting from grade 7. The facilities will be designed to be barrier-free and suitable for all pupils, supporting a learning environment that promotes growth and development. In addition to staff, children, young people, and families will be involved in the planning of the operations. The facilities support the increase of community spirit and resident use in the area. The project will implement pedagogically diverse and appropriately sized facilities for basic education, which promote activity and provide a good environment for learning and growing. The facilities will be designed according to urban planning principles and guidelines and will enable the implementation of the basic education curriculum and the learning support model. The courtyard areas will be equipped with play equipment to promote physical activity and curriculum goals, and their design and equipment will take into account safety, visibility, community spirit, physical activity, and the courtyard's multifunctional use as a learning and play area. A daycare center located on the same plot is in operation 24 hours a day. This will present challenges for the project in terms of demolition, renovation, and management of noise, dust, and logistics. In practice, this means that special arrangements will have to be made for demolition and earthworks at the site. Demolition permits are being sought for existing buildings on the plot. It is possible that demolition permits will not be obtained for all buildings (especially the A-section) and they will have to be included in the complex as renovated. Regarding the remaining structures, the life-cycle responsibility remains with the city. The city's ecological sustainability targets for service building projects will guide the design and implementation of the project, aiming for long-lasting, low-carbon, circular economy, nature value, energy-efficient, and renewable energy-utilizing construction. The suitability requirements for the procurement are described in the ESPD. The procurement procedure used is competitive negotiated procedure and the best price-quality ratio is the basis for overall economic advantage.
