The contracting authority requires a Port Community System, hereinafter referred to as the North Sea Portal, which provides a single user-friendly access portal for the port community to streamline their (nautical) logistic processes and the associated digital services and information exchange. This port community includes the direct clients of North Sea Port, service providers such as shipping agents and other stakeholders. The objective of this procurement is to contract one contractor for the provision of services for the design, development, and maintenance of the North Sea Portal. The contract includes both the realisation and the management and further development of the platform. The realisation is carried out as a results-oriented phase with pre-agreed deliverables and acceptance criteria. The realisation phase is completed with acceptance by the contracting authority. The management and maintenance phase begins at the moment the platform is accepted by the contracting authority and taken into production. From that moment on, the agreed service levels apply.
