Bulgaria – Telecommunications services – „Предоставяне на услуги за Интернет достъп и защитена комуникационна свързаност (Data VPN) за нуждите на Община Варна и второстепенните ѝ разпоредители по обособени позиции”

For the execution of the order, the following must be carried out:

For separate item №1: Provision of access to the Internet - data transfer via high-speed optical medium for the needs of the Municipality of Varna and its budgetary units, in accordance with the Technical Specification - Appendix №1.

For separate item №2: Ensuring secure communication connectivity (Data VPN) with an included backup connectivity intended to ensure reliable and secure data exchange between the control centers and the respective objects of the Contracting Authority, in accordance with the Technical Specification - Appendix №2.

Objective of the open procedure: The objective of the present procedure is to conclude Framework Agreements, in which not all conditions are defined, for the award of contracts for the provision of internet access and the provision of secure communication connectivity (Data VPN).

With the award of the present order, the Contracting Authority aims to select potential Contractors for the subject of the order, possessing professional qualification and practical experience corresponding to the subject of the order, to whom the Municipality of Varna will entrust the performance of activities under the subject of the public procurement.

In order to achieve cost-effectiveness in the expenditure of budgetary and other funds and to comply with the basic principles of the Public Procurement Act, the Contracting Authority has decided to conduct an open procedure for the conclusion of framework agreements, in which not all conditions are defined, with a term of execution of up to 36 months, from the date of entry into force of each agreement with 1 (one) potential contractor, who meets the conditions previously announced by the Contracting Authority.

Scope and main parameters of the public procurement: The scope, main parameters and conditions under which the activities included in the public procurement will be performed will be determined at each specific award in accordance with the procedure of Art. 82, para. 2 of the Public Procurement Act.
