France – Car park management services – Concession de travaux et de service public pour des travaux de modernisation ainsi que la gestion et l'exploitation du stationnement en surface et en ouvrage de la Ville de Montrouge

The City of Montrouge wishes to grant the implementation of modernisation works as well as the management and operation of surface and underground parking in its city, within the framework of a concession contract. The Municipal Council of the City of Montrouge approved by resolution on 18 June 2026 the principle of a new public service delegation, for a period of 20 years. The City of Montrouge currently manages its parking offer through two public service delegations (DSP) expiring on 31 August 2027: - INDIGO INFRA is the delegate of the DSP for surface parking, including the operation of pay stations and the application, enforcement of infractions, and the handling of complaints via a full-cycle convention. - INGO STATIONNEMENT SB is the delegate of the DSP for underground parking, integrating the maintenance, operation and upkeep of the eleven public car parks owned by the City. The renewal of these two public service delegations is part of an objective to converge these two offers through a common and unified management policy with the award of a single concession contract. The concession holder will have to build, finance, operate, maintain and keep the facilities and equipment granted as well as the activities, at its own expense, risks and perils, in accordance with the provisions of Article L.1121-3 of the Public Procurement Code and under the conditions set out in the consultation which will be launched later. Work to establish a unified global policy to rebalance parking use at the city and neighbourhood level has been launched by the City of Montrouge. Renovation and compliance work will be carried out by the concessionaire, notably in the Cresp car park. This will be detailed in the delegation agreement project and the technical construction specifications sent at the time of the offer phase. These elements are part of the City's wish to develop its service offer within these car parks, particularly in terms of: - Mobility service (guidance to the space, digital application allowing space reservation, development of the offer of charging infrastructure for electric vehicles, dedicated spaces for car-sharing...) and secure bicycle spaces; - Quality of welcome (painting, quality of lighting, music diffusion and soundproofing, olfactory identity of pedestrian circulations, directional information relating to public equipment, transport and local shops) - Customer service (locker, concierge, vehicle cleaning, tyre inflation, micro urban logistics, toilets) - Institutional communication (presence of the city logo, display spaces for municipal communication in busy places, integration of artistic interventions...) Regarding surface parking: There are approximately 2,839 surface parking spaces in the municipality. As part of the requalification projects, the City is proceeding with a sharing of public space in favour of soft modes and greening, so a certain number of spaces will likely be removed during the concession period (target 2,200 spaces). The trend is therefore towards a overall reduction in the number of surface parking spaces to prioritise other street functionalities. Underground parking will therefore take on an increasingly important role to maintain the offer and quality of service for the motorised user. The surface offer is divided into two categories: - a so-called "red" zone in the hypercentre of 275 spaces, aiming to encourage rapid rotations, - a so-called "green" offer of 2,564 spaces for the other districts favouring long-term residential parking. Regarding the decriminalisation and decentralisation of paid parking: The present consultation includes the delegation of the mission to control and apply the parking fee in accordance with the MAPTAM law and the principle of decriminalisation and decentralisation of paid parking. The concessionaire's mission must enable the implementation of a global parking strategy in the City of Montrouge both in underground and surface. The concessionaire will notably be responsible for the following obligations (non-exhaustive list): - Having sufficient capacity to meet the needs of creation, renovation and compliance, this in coherence with the schedule imposed by the granting authority and the deadline for the implementation of investments - Ensuring the quality of investments and their sustainability - Ensuring the continuity of the public service, in particular through the implementation of an organisational device with technical and human resource guarantees - Implementing the commitments and means necessary in terms of customer relations, communication. - Operating and managing the service and the granted perimeter with an evolving vision in order to meet the changing demand of users and the community, particularly through: o The promotion of multimodality, o The parking of motorised two-wheelers, o Specific parking for electric vehicles with a charging infrastructure offer o The integration of sustainable development and social issues with the integration of energy saving issues, air quality, management of natural resources, the use of environmentally friendly materials, recycling chains, the integration of people in difficulties… o Secure parking for bicycles.
