This procedure aims to entrust a public service concessionaire with the operation of the Strasbourg campsite. Located at the Montagne Verte, the Strasbourg campsite has been classified as a 4-star campsite since its opening in 2015. The facility currently consists of 92 rental accommodations (35 HLL, 24 mobile homes, 29 canvas and wood tents, 4 caravans), 86 free pitches, and a campsite for 19 caravans, a playground, and a heated swimming pool, a community centre, two sanitary blocks, a laundry room, a bar/restaurant, and a point for caravans. Between 1 October 2024 and 30 September 2025, the Strasbourg campsite recorded 134 505 overnight stays (69 541 in camping and 64 964 in rental accommodations). The campsite will remain open and accessible 24 hours a day, every day, including Sundays and public holidays. The future concessionaire will be responsible for managing the facilities, improving and developing the service offer, aiming, among other things, to maintain the 4-star classification and obtain the "Accueil Vélo" label. In addition to management and operation, the concessionaire will also be responsible for promoting the campsite and its territory, maintenance, upkeep, safety and surveillance of the facility. In terms of accommodation, it will ensure the replacement of current rental accommodations (excluding HLL chalets) while meeting current market trends, as well as renovation/maintenance work on existing HLL chalets. All property work will be carried out with the aim, among other things, of renovating the old reception building into accommodation for seasonal workers and a seminar room, equipping the site with the essential technical installations and means of operation for managing the activity with the creation of premises to accommodate a workshop, garages and secure, enclosed storage areas. It will also carry out work on various equipment: installation of charging points, fitting out a professional equipped kitchen, complete renewal of the restaurant furniture, renovation and maintenance of outdoor facilities (picnic and play areas...) and landscaping. The concessionaire will, in general, ensure the optimisation of the energy management of all the facilities on the site. The concessionaire will collect the tourist tax from users. It will derive its remuneration from the operation of the service and will assume all the costs resulting from the missions entrusted to it under the contract. It will operate the public service at its own risk and expense on the basis of a forecast operating account established for the entire duration of the contract (i.e. 10 years) and annexed to the future contract. In addition, in return for the provision of the works, the Concessionaire will pay the Grantor an annual fixed and/or variable fee. The rates will be set by the Eurométropole de Strasbourg.
