The subject of the contract is: Preparation of documentation for the task entitled: „Construction of the Eastern Bypass of Biała Podlaska – Stage II” hereinafter referred to as the „Documentation”. 2. Purpose and basis for preparation. The purpose of the contract is: a) Preparation of a multi-disciplinary comprehensive project documentation at the stage of construction and execution projects, together with geodesic-legal documentation, decisions, and all agreements and opinions, for the project, including the protection or reconstruction of third-party facilities colliding with the expanded road and engineering facilities, enabling the obtaining of a decision on the permission for the implementation of the road investment (decision ZRID) in accordance with the Act of 10 April 2003 on special rules for the preparation and implementation of investments in the field of public roads, together with obtaining the required opinions under the Act, preparing an application together with all the required attachments. The decision ZRID is obtained by the Contracting Authority. b) Preparation of materials and attachments necessary to obtain a decision on environmental conditions for the project together with its obtaining by the Contractor. c) Preparation of materials and obtaining attachments necessary to obtain the relevant water law consent together with its obtaining by the Contractor. d) Preparation of materials necessary to announce and conduct a tender for the execution of construction works, required by the Public Procurement Law and the subsequent implementation of the task. 3. The detailed scope of the contract subject is set out in the „Contract Subject Description” (hereinafter referred to as „CSD” being an attachment to this Notice). 4. The Contractor will ensure Author's Supervision during the works carried out on the basis of the project documentation prepared on the basis of the contract and within the scope specified by the Construction Law (art. 20 para. 1 point 4 of the Act and in accordance with the arrangements specified in the Agreement. The performance of the Author's Supervision will take place on the basis of the right of option in the sense of art. 441 para. 1 of the Public Procurement Act. The task of performing the Author's Supervision will depend on the needs of the Contracting Authority. 5. The Contracting Authority has specified in the CSD that the subject of the contract, i.e. the project, should include, among others, „Removal of potential architectural barriers within the construction/expansion of the road section together with engineering facilities in order to ensure accessibility for all users, in particular for persons with disabilities” (point II.1 subpoint 14 CSD), and thus, as a public facility after the completion of the expansion, it will not have accessibility restrictions for all road users, including persons with disabilities, which is obligatory under the regulations concerning, inter alia, the requirements for technical and construction regulations concerning public roads (j.t. Dz.U. z 2022 r. poz. 1518 z późn. zm.) and buildings and their location (j.t. Dz.U. z 2022 r. poz. 1225 z późn. zm.). 6. In accordance with art. 13 para. 1 and 2 of the Regulation of the European Parliament and of the Council (EU) 2016/679 of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ EU L 119 of 04.05.2016, p. 1), hereinafter referred to as the „GDPR”, I inform you that:  the administrator of your personal data is the Director of ZDW in Lublin, ul. The Contracting Authority, in accordance with art. 139 para. 1 of the pzp, will first conduct an examination and evaluation of offers, and then qualify the Contractor, whose offer was the highest rated, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure. 8. The Contracting Authority envisages the annulment of the procedure in accordance with art. 257 of the pzp. 9. The Contracting Authority envisages partial payments in accordance with the provisions of the draft agreement. 10. Contract execution deadline – by the 20th month from the date of signing the contract. 11. The Contractor is bound by the offer until 28.12.2026. 12. Bid opening deadline: Bids will be opened on 30.09.2026 at 09:30 on the Platform by decrypting and opening the bids. 13. The Contracting Authority does not allow the possibility of submitting partial bids detailed justification is contained in the Notice.
