The province of Limburg, as the supervisory authority, is responsible for reporting to the national government on the progress of implementing the Water Framework Directive (WFD) imposed by the European Union. Part of this WFD task is to take measures to remediate municipal sewage discharges into surface water, in accordance with applicable directives and based on ecological assessment of the relevant surface water. Given the lagging implementation of, among other things, the municipal WFD task – due to various causes – the province of Limburg, with the aim of accelerating the realization of this task, has established the Water Quality Action Plan. Within this action plan, project support is offered to municipalities to promote and accelerate the implementation of municipal WFD measures. Since the province of Limburg cannot provide this project support itself, external expert parties need to be engaged for this purpose. With this European tender procedure, the Province of Limburg, on behalf of the participating municipalities, aims to select one expert contractor per plot to provide project support to the municipality to which the relevant plot relates. After completion of the tender procedure, each participating municipality concludes a framework agreement with the contractor(s) selected for that plot.
