The subject of the procurement is the design services for the construction of the Koulutuskuntayhtymä OSAO. The contract period is two (2) years, after which there is an option for two (2) one-year (1) extensions. The estimated net value of the framework agreement and the maximum value of the framework agreement for the entire contract period is 2 000 000 euros. The procurement has been divided into nine (9) sub-areas. A market dialogue was held on 9.6.2026 at 12:00 for this procurement. The market dialogue was announced in Hilma from 12.5.-8.6.2026 and all interested parties had the opportunity to participate in the market dialogue. The market dialogue discussed the operating model and quality requirements of the upcoming framework agreement and presented the properties of OSAO, to which the service is directed. Suppliers also had the opportunity to ask questions about the upcoming procurement. The tender documents were sent to those who participated in the market dialogue for comment from 13.10-20.10.2026. This contract will procure the design services required for existing buildings. However, the buyer has the option, if desired, to procure design services for new construction projects within this framework agreement. The buyer may tender design services as a separate procurement in construction projects where the total value exceeds 350 000 euros and which are handled as major construction projects in the budget of Koulutuskuntayhtymä OSAO. Suppliers under this framework agreement also have the opportunity to participate in these tenders. The framework agreement does not include services related to land use planning, changes to the land use plan, or other land use planning tasks. The buyer will procure these services separately. Services are procured through the framework agreement as needed. The framework agreement does not include a mandatory purchase obligation for the buyer. All estimates given for the service purchase volume are preliminary estimates and do not bind the buyer.
