France – Turbine generator sets – Marché portant sur la fourniture et la maintenance de 2 groupes turbo-alternateurs à combustion et du système de contrôle commande pour un nouveau moyen de production d’électricité situé en France métropolitaine

This Contract Notice concerns a lot comprising 2 contracts: Contract A: Supply contract for 2 combustion turbo-generator sets and the control system of the power plant. Contract A involves the studies, design, manufacture, supply, transport, installation assistance and industrial commissioning of 2 identical combustion turbo-generator sets, their auxiliaries, the control system of the combustion turbo-generator sets (TAC) and of the Balance of Plant (BOP) and the supervision, as well as the training of the future operator. The site is located in metropolitan France. The main characteristics of the TAC are as follows: • Open cycle operation, • Operation with HVO-type bioliquid, • Net electrical power of approximately 300 MWe per unit. Scope of supply for each combustion turbine set: • The turbo-generator set from the air intake to the chimney outlet; • All auxiliary systems enabling the turbo-generator set to operate and achieve the expected performance, as well as the interface elements to connect them to the turbo-generator set; • A skid of liquid fuel (HVO) feed pumps and a skid of demineralized water feed pumps; • The Digital Control System (DCS) of the power plant including: - The control system of the TAC; - The process and electrical BOP control system; - The supervision system (installed in the control room); - The RTU interfaces with external services (telecontrol, e-monitoring, etc.). Exclusions: - The electromechanical installation of the equipment on site (excluding the installation of the turbine and alternator on their GC foundations, which are included) - The implementation of civil engineering works, - The design and implementation of the BOP (storage and distribution of fuel and water), excluding the fuel and demineralized water feed pump skids, which are included. - The implementation of the electricity evacuation system (downstream of the alternator terminals). Contract B: Maintenance contract for the 2 combustion turbo-generator sets and the control system of the power plant, subject of Contract A. Contract B is a multi-year framework maintenance contract involving: • The supply and repair of spare parts, maintenance and technical assistance services for the combustion turbines, alternators and their main auxiliaries, after their industrial commissioning under Contract A. • The Operational Readiness (MCO) and Safety Readiness (MCS) of the power plant control system (TAC + BOP) after its commissioning under Contract A.
