Poland – Modular and portable buildings – Dostawa – wynajem 2 pralni kontenerowych wraz z wyposażeniem oraz obsługą serwisową na rok 2027

The subject of this contract is: a) the supply and rental of 2 container laundries, equipped with automatic washing machines and drum dryers, adapted for industrial washing and drying; b) a service ensuring the technical readiness of the container laundry; c) connection to the power grid; d) water supply to tanks along with the removal of liquid waste from the tanks. A detailed description of the contract subject is presented in the annex to the SWZ – Description of the Contract Subject. The place of performance is the area of kw. w m. Lipa (commune: Zaklików, county: stalowowolski, voivodeship: podkarpackie). The contract will be in force from the date of its conclusion until 31 December 2027. The parties agree that the rental of container laundries will take place in accordance with the requirements submitted by the Contracting Authority during the contract period or until the financial resources allocated for the implementation of the contract are exhausted, with the reservation of the implementation of the optional contract. The Contractor is obligated to set up a fully operational container laundry within 3 days from the date of the Contracting Authority's request. In the case of an optional contract, the Contractor commits to setting up a fully operational container laundry within 3 days from the date of receiving the Contracting Authority's declaration of exercising the right of option. The delivery, connection and readiness for use of the container laundry is considered to be the moment of its complete readiness for use, as well as the Contractor's readiness to provide any service and maintenance services in full scope. The acceptance of the task of supplying and connecting the container laundries will take place in a protocol form. In this procedure, the Contracting Authority does not set conditions for participation in the procedure. In this procedure for awarding the contract, communication between the Contracting Authority and the Contractors takes place electronically via the Procurement Platform available at: https://platformazakupowa.pl/transakcja/1394583. The Contractor will be bound by the submitted offer for a period of 90 days, i.e. until 31 December 2026. The offer must be prepared in Polish, in electronic form, i.e. signed with a qualified electronic signature by a person/people authorized to represent the Contractor in accordance with legal requirements or by an appointed proxy. The offer consists of: 1) Offer Form – completed and signed with a qualified electronic signature by persons authorized to represent the Contractor, prepared in accordance with the template constituting the annex to the SWZ, 2) Detailed Cost Estimate Form – completed and signed with a qualified electronic signature by persons authorized to represent the Contractor, prepared in accordance with the template constituting the annex to the SWZ. The above documents are not subject to supplementation. The following documents and annexes must be attached to the offer: 1) a current preliminary declaration confirming that the Contractor is not subject to exclusion and meets the general conditions for participation in the procedure as indicated by the Contracting Authority on the Single European Standard Form for Public Procurement, prepared in accordance with the template of the standard form specified in Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 establishing the standard form of the Single European Standard Form for Public Procurement, 2) a preliminary declaration confirming that the Contractor is not subject to exclusion under Article 7(1) of the Act of 13 April 2022 on special solutions to counter support for aggression against Ukraine and serving to protect national security and under Article 5k of Council Regulation (EU) 2025/2033 of 23 October 2025 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. The above-mentioned documents shall be submitted by the Contractor completed and signed with a qualified electronic signature by persons authorized to represent the Contractor, prepared in accordance with the templates constituting the annexes to the SWZ. 3) power of attorney or other document confirming the authorization to represent the Contractor – signed with a qualified electronic signature by persons authorized to represent the Contractor (principal) or a notary. The Contractor whose offer is selected as the most advantageous will be obligated to provide security for the proper performance of the contract, no later than on the date of conclusion of the contract, in the amount of 5% of the total gross offer price indicated in the offer. The estimated period of the contract validity indicated in field 5.1.3. has been determined by indicating the approximate start date of the contract implementation (planned contract signature) and the end date in accordance with the contract. The Contracting Authority does not allow the submission of offers in the form of electronic catalogues or the attachment of electronic catalogues to the offer, with the exception of the Detailed Cost Estimate Form. The Contracting Authority envisages the possibility of invalidating the subject of the procedure on the basis of Article 310(1) of the Pzp Act, i.e. if the funds that the Contracting Authority intended to allocate for the financing of the whole or part of the contract have not been granted to it.
