Description

Intention to award services: Munich City Council

Service: Specialist planning for monitoring

The subject of the procurement procedure is specialist planning services for structure-specific monitoring of the road bridge BW 40/12 Lipowskybrücke in Munich. The prestressed concrete structure, built in 1963/1964, contains prestressing steel at risk of stress corrosion cracking and exhibits behaviour that is not fully calculable in parts. Despite an overall good structural condition, the structure is therefore classified as endangered. A replacement new build is planned, but the date of implementation is not yet determined. To ensure safe continued operation until the replacement new build, a qualified monitoring system is to be introduced. The aim is in particular the early detection and localisation of possible prestressing steel fractures without visible prior indication, as well as the continuous assessment of the structural condition as a basis for decision-making for further operation. A specialist planner for monitoring is commissioned, who, in accordance with the DBV guideline for bridge monitoring, will take over the conception, planning and technical supervision of the tendering of a specialist service provider for structural measurements, as well as accompany the installation, operation and evaluation of the monitoring. The monitoring includes an acoustic emission system, as well as at least one further independent monitoring system (e.g. fibre optic) and a video surveillance system. The special boundary conditions arising from the location of the structure above DB tracks must be taken into account. The service is awarded in stages and is divided into three stages, from the definition of the problem and feasibility study, via planning, construction supervision and commissioning, to the ongoing evaluation and assessment of the results over the entire monitoring period.
