Germany – Software package and information systems – MFA am Client

The subject of the procurement is a framework agreement for the delivery of the standard software described below, as well as related services by the contractor:

• Granting of licenses for a standard software solution for implementing multi-factor authentication (MFA) on end devices (clients) for up to 100,000 users as part of its own product „MFA am Client“.

• The delivered software solution must be operable by Dataport in its own data centre (on-premises).

• The software licenses must be granted in return for regular (rental) or one-off (perpetual) payment.

• Dataport obtains the right to grant usage rights to the software to its customers in return for payment (sub-licensing).

• The software must be compatible with Windows 11 and implement multi-factor authentication that works at least with Yubikeys and smartcards.

• The software must enable tenant separation.

• The software must support multiple Active Directory instances, as Dataport operates a multi-AD domain landscape.

• Support must be provided in German (in writing and orally).

• The delivered solution must be accessible, usable and findable by people with disabilities in the generally customary manner, without particular difficulty and basically without external assistance, in accordance with § 4 BGG. It must meet the relevant requirements in accordance with BITV in conjunction with EN 301 549, in particular Chapter 6 and the WCAG 2.1 A criteria from Chapter 9 in the respective current version. Deviations are only permitted if they are documented as "Partially Supports" in a current test report (Accessibility Conformance Report). In addition, the system is to demonstrably comply with the barrier-free requirements of all relevant components – including web interfaces, admin portals, user portals, desktop and mobile apps, documents & media as well as UC/ meeting functions – in accordance with BITV in conjunction with EN 301 549, the WCAG 2.1 AA criteria from Chapter 9 in the respective current version. A current test report (Accessibility Conformance Report) must be enclosed with the offer.

• In addition, the flexibility of the offered solution with regard to interoperability with other applications and the possibility of creating new interfaces in the future will be evaluated.

• A preliminary draft of the further technical and functional requirements for the software solution to be delivered is attached as an annex. The detailed specification and the final catalogue of the technical and functional requirements for the solution will be made available to suitable bidders after the completion of the selection procedure.

Delivery of services related to the software procurement for:

• Consultation and provision of information to achieve operational readiness, including configuration of the standard software in the form of an implementation project

• Conducting training and providing training materials

• Support (hotline) and troubleshooting

• Software maintenance and provision of updates

• Consultancy services during the term of the contract in the form of a contingent without obligation to take up.
