France – Architectural services for buildings – Concours restreint de maîtrise d'oeuvre pour la conception et la construction de l'extension de l'hôtel communautaire de DOUAISIS AGGLO

This notice concerns a restricted design contest at the sketch + (ESQ+) level for the award of the design contract for the design and construction of the extension of the DOUAISIS AGGLO community hotel, rue Jean PERRIN, Parc d'activités de Douai/Dorignies, in DOUAI (59500). The operation involves the new construction of a building, an extension of the existing building (headquarters of DOUAISIS AGGLO), including: - the main reception of the headquarters, offices, meeting rooms, break room, ... - the community council room, which can accommodate up to 200 people. It is also planned to create a volume ensuring the functional and aesthetic link between the existing building and the extension (construction of a footbridge). The specific area dedicated to the extension of the community hotel represents a total area of 7 203 m². Furthermore, since the site of interest is not located in the immediate vicinity of historical monuments, the extension of the community hotel will not be subject to the prescriptions of the Architecte des Bâtiments de France. However, the site is located in a protected area for water resources. The key axes of the programme are indicated in the pre-programmatic note, attached to the candidate consultation file. The share of the estimated financial envelope allocated to the works is estimated at 7 121 505 Euros HT (value September 2025). This envelope includes the equipment and external amenities described in the pre-programmatic note, as well as the furniture and signage, the definition and management of which are an integral part of the design mission. This envelope does not, however, include soil decontamination, connection, special foundations, backfilling of catiches. The estimated schedule for the operation is set out below and is subject to change: o Start of execution of the design mission: November 2026 o Start of work: November 2027 o Equipment delivery date: April / May 2029 o End of the perfect completion guarantee: April / May 2030 The overall estimated duration of the design contract, including the mission elements carried out during the year of perfect completion and any possible additional missions thereafter, is estimated at 42 months.
