The municipalities of the state of North Rhine-Westphalia are obliged to accommodate and house persons assigned to them in accordance with the Law on the Allocation and Reception of Foreign Refugees (Refugee Reception Act). For this purpose, the city of Herne operates the facilities listed below as well as a homeless shelter. The city of Herne itself assumes the care of refugees and homeless people in the permanent facilities and occupied apartments through its employees (operational and care services). In addition, the use of an external security service provider is necessary to ensure the safety of the employees of the city of Herne and the residents of the facilities.
