Given that the subject of the present procurement is laboratory reagents and consumables, necessary for the continuous conduct of diagnostic and patient monitoring activities, and the exact need cannot be determined precisely at the time of initiation of the procedure, due to the variable nature of the target group, the volume of requested investigations and the specifics of medical activity, it has been decided to conclude a framework agreement. This method of award allows the contracting authority to conclude subsequent contracts, monthly or quarterly, depending on the real needs of the Clinical Laboratory of Medical Analysis and the requesting sections, and the available funds, guaranteed from own revenues, thus ensuring the continuity of the medical act, the flexibility of supply and the efficient use of financial resources. The framework agreement is concluded without reopening competition. The subsequent contract will be concluded within an estimated 7 days from the conclusion of the framework agreement, only upon the request of the coordinating physician. Subsequent contracts will be concluded in accordance with the budget allocation from the National Health Programmes. Products will be procured from the first-ranked supplier until the quantity is exhausted. If the first-ranked supplier transmits a refusal of the requested product at the time in question, the products will be procured from the second-ranked supplier, etc. See the Model Framework Agreement. The estimated minimum and maximum quantities of the subsequent contracts can be found in both the Technical Specification and the Procurement Strategy. Subsequent contracts will be concluded in accordance with the needs of the contracting authority, with minimum and maximum quantities being estimates. Economic operators may submit requests for clarifications 18 days before the deadline for submission of tenders/applications. The contracting authority will respond to all requests for clarifications/additional information 11 days before the deadline for submission of tenders.
