Denmark – Security services – GENUDBUD_EU-udbud vedr. Security Management System

The current pre-qualification concerns the tender for the procurement of a security management system (hereafter SMS) for Danmarks Fængsler (hereafter referred to as the Contracting Authority or Danmarks Fængsler). Danmarks Fængsler therefore wishes to procure a software-based IT system with digital integrations to existing and future security and fire safety systems at Danmarks Fængsler's locations. This includes integration with ABA, ADK, AIA, lighting, cell call, assault alarms, perimeter surveillance, port telephony, TVO, body cameras, etc. The supply also includes all necessary services related to the purchases, including the implementation of a new central operational model in the Danish Prison Service and, consequently, operational support (3rd level support), implementation of SMS at the locations and all that a purchase entails, including setup, programming, installations, integration of the location's security and fire safety systems and the individual units as well as tests. The contract period will be 8 years with the possibility of extension up to 2 times by 24 months. Extension of the contract will be on unchanged terms. It is the Contracting Authority that decides whether the contract is to be extended or not, and this will be done with a notice of 6 months. In addition, the Supplier is obligated to provide maintenance, support, licenses, operational support, etc. for up to 7 years after a location has purchased the Solution. This is to ensure that, for example, SMS purchased in year 10 of the contract period has the opportunity to have a fully functional SMS for the following 7 years from the implementation of SMS at the relevant location. As for licenses, there will be an unlimited right of use, with the possibility of termination. K02 forms the contractual basis for the agreement. The contract concerns the procurement of SMS for all types of locations at Danmarks Fængsler. Furthermore, the contract will also be used in connection with construction and development projects, such as the new prison in Viborg Municipality and the new detention centre in Slagelse – both with an expected capacity of approximately 400 inmates each. The locations will purchase SMS as the need arises during the contract period. The Contracting Authority expects that all prisons and detention centres will need to purchase new SMS during the contract period, and that the rollout will especially take place in the years 2027-2033. However, the Supplier is not guaranteed a minimum turnover during the contract period. Reference is made to Danmarks Fængslers' website for an updated overview of all locations. All employees of the future supplier who are to have access to the Contracting Authority's locations, or who are to advise the Contracting Authority either directly or by handling written materials, including drawings, must be security-cleared by the Contracting Authority and must sign a confidentiality agreement. The security clearance will either be a KR check or a declaration that information about the person in question will be obtained from the Danish Security and Intelligence Service – including information in the police's registers and the intelligence service's own registers. In that case, the security clearance is expected to be at the level of “secret”. The level of the security clearance will be a concrete assessment in relation to the degree of sensitive information that the person in question will gain insight into. Furthermore, it is noted that it is prohibited to bring mobile phones and PCs within the walls when performing tasks at Danmarks Fængsler's locations. The individual locations can grant dispensation if it is strictly necessary in relation to the task's performance.
