ADEME wishes to have an integrated solution for the complete management of its multimodal training, including an ADEME Académie showcase, administrative management, logistics management, online training dissemination, and interoperability with institutional tools. Given the evolution of digital uses, the increased visibility of ADEME's training offer, and strengthened regulatory obligations (Qualiopi, RGAA, eco-design, GDPR), the agency wishes to rely on a unified, robust, and sustainable ecosystem, covering the entire value chain of professional training: from content creation to dissemination, from logistics scheduling to trainee follow-up. The objectives below thus express in a structured way the operational priorities expected within the framework of the services to be carried out:

-Centralize the management of external training.

-Rely on the ADEME Académie brand.

-Unify the tools (ADEME Académie, External Training Management Solution, LMS).

-Improve the user experience (trainees, trainers, referents).

-Guarantee compliance (GDPR, RGAA, Qualiopi, eco-design).

-Optimize administrative and pedagogical processes.

-Meet eco-responsible requirements.

These objectives structure the entire contract and must be strictly taken into account by candidates when proposing their technical and organizational solution. The service is scheduled to start in the second half of 2026 for a duration of 24 months, renewable 4 times 12 months, for a total duration of 72 months. Framework agreement with a maximum amount of 4 700 000 euros TTC. The presentation of variants is not allowed within the framework of this consultation.
