In the contract award process within the municipality of Oudewater, a design-build organisation has been identified as the most suitable contract and cooperation form, meaning the design phase in the design-build team, realisation under the UAV2012. The main reason for this is that certain technical challenges need to be further developed in collaboration with a contractor. This tender is therefore being awarded according to a two-phase approach. This means that the winning bidder will be granted the first phase, the design phase, up to and including VO including SSK estimation. For the second phase, developing DO and the realisation phase, only this party may submit a bid. The starting point is that the price/SSK estimation will first be tested by third parties from OG and then the budget within the municipality will be approved for the execution phase. See further description in the tender document. At the time of tendering, the contracting authority has a budget for the preparation phase up to and including the VO phase. The required budget for further development of the design to DO and the execution phase will be requested based on an agreed SSK of the VO. The timing will be linked during the design-build phase to the completed VO and associated cost estimation. The required budget will need to be organised by the contracting authority during the design-build phase. If this is not successful, the contracting authority will be forced to terminate/cancel the contract at the end of the design-build agreement. For this reason, no task-specific budget is being provided, but applicants are requested to provide a registration fee for the design-build phase up to and including VO.
