This is a service concession contract as defined in Article L1121-3 of the Public Procurement Code (CCP) and Article L1411-1 of the General Code of Local Authorities (CGCT). The present procedure is subject to the provisions of the third part of the Public Procurement Code relating to concession contracts. The Concessionaire assumes all the risks related to the operation and derives most of its remuneration from the operation.
