Description

The German Bundestag has provided 150 million euros for the renovation of women's shelters with the adoption of the 2026 federal budget. The funds are budgeted in the business plan of the special asset Infrastructure and Climate Neutrality and are available for the promotion of multi-year investment projects. Grant periods (project durations) of up to three and a half years are envisaged. Many aid or protective facilities for women and children affected by violence face a considerable need for renovation due to their structural condition, increased requirements for safety and accessibility, and growing needs for child-friendly accommodation. A sustainable structural renewal of these facilities is of central social importance to ensure that women and children affected by violence have a safe, dignified, and reliable place of protection. Reducing the existing backlog of renovations also supports the further implementation of the Istanbul Convention and helps to design the facilities in a sustainable and future-proof manner in the long term. The Federal Government therefore supports the sustainable modernisation and renovation of women's shelters. The Federal Ministry for Housing, Urban Development and Building (BMWSB) has commissioned the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) to implement the federal programme. Given that the BBSR does not have the necessary personnel resources for implementation, support from a contractor (AN) is required, who will work in close coordination with the BBSR (AG, "Client"). Delegation (authority to perform public tasks in the forms of action of public law) is sought. The funding call is expected to be published by the BBSR in mid-November 2026. The services of the AN are to generally cover the entire project duration including project completion after verification of use and any earmarking (approximately 31.12.2030). The services of the AN should therefore initially be agreed until 31.12.2030 with the option of three extensions of one year each (up to a maximum of 31.12.2033).
