Description
The Lapland Well-being Services County requests tenders for a comprehensive package including: 1. home-delivered safety devices for the clients of Lapland Well-being Services County 2. alarm reception service 3. alarm reception system for the provision of the above-mentioned service as an in-house operation of the well-being services county. The procurement of safety devices refers to various home-delivered safety devices that can enhance the safety of clients living at home. The safety devices to be procured include safety phones and their accessories, a locating safety bracelet, and a solution for communal living door monitoring. The alarm reception service refers to a service where alarms received via safety devices are accepted, an initial assessment of the need for assistance is made, and the request is forwarded to security assistants. The service must operate 24/7, every day of the year. The alarm reception system refers to a system through which the purchaser can receive alarms from different safety devices and forward them to the assigned security assistants. Lapland Well-being Services County intends to take the alarm reception service as its own operation according to the initial schedule in the spring of 2028. The well-being services county will procure the alarm reception service until the reception system is commissioned, after which the procurement of the reception service will cease. The subject of the procurement is described in more detail in the invitation to tender and its appendices, especially in appendix 1 "Description of the subject of the procurement". In the tendering procedure, one supplier will be selected as a framework supplier. Through the framework agreement, the well-being services county will procure safety devices and services from the selected supplier as needed during the contract period. The needs of the well-being services county may vary during the contract period, and the invitation to tender does not commit to specific procurement quantities. The framework agreement has a fixed term of two years, after which the agreement will continue indefinitely. The procurement unit intends to conclude the contract with the selected supplier immediately after the tendering period has ended, the tenders have been compared, the procurement decision has been made, and the objection period has ended. According to the estimate of the procurement unit, the date is in October 2026. The schedules for the implementation of equipment changes and other tasks related to commissioning will be agreed upon together with the selected supplier in a manner that takes into account the needs of both parties. Additionally, the alarm reception system will be procured in its entirety from the selected supplier, including the delivery of the system and its continuous service. The contract for the continuous service of the system is valid indefinitely. The procurement has not been divided into parts, as it is a coherent entity formed by goods and services, the compatibility of all of whose parts must be ensured. For the safety of the clients of Lapland Well-being Services County, it is important that one supplier is responsible for the functionality of the entire entity. The procurement notice has been published for the second time again, as two previous procurement procedures have had to be discontinued due to the need to change procurement documents.
