Czechia – Burglar and fire alarms – Obnova systémů technické ochrany PZTS a EKV II.

The subject of the public procurement is the renewal of outdated PZTS and EKV on 95 objects of VZP ČR. The number of objects may change over time due to organisational or operational needs. The public procurement includes in particular: a) dismantling of the existing technology and its ecological disposal; b) preparation of the implementation documentation PZTS and EKV for individual objects (within the framework of partial orders), based on the security proposal submitted by the contracting authority, which will then be submitted to the Contractor for comments and subsequently submitted to the contracting authority for comments and approval; c) supply and installation of PZTS components meeting the requirements of the ČSN EN 50131 series (including ČSN CLC/TS 50131 and TNI series 33 4591) for the 2nd level of security according to the approved implementation documentation and for one secured area for the 3rd level of security. The contracting authority allows the offer of technically equivalent solutions to the specified standards, provided that the Contractor proves that the offered components meet the requirements set by these technical conditions in an equivalent manner; d) supply and installation of EKV components meeting the requirements of the ČSN EN 60839-11-1 and 2 series, for the 2nd level of security according to the approved implementation documentation and for one secured area for the 3rd level of security. The contracting authority allows the offer of technically equivalent solutions to the specified standards, provided that the Contractor proves that the offered components meet the requirements set by these technical conditions in an equivalent manner; e) provision of a 4-year warranty period for the supply of PZTS and EKV; f) supply of a certified radio communicator intended for the transmission of signals to the Monitoring and Alarm Receiving Centre of the Czech Republic Police (hereinafter „DPPC PČR“) and further a GSM module for data communication via a mobile network (4G or 5G) for cases where there is no Czech Republic Police radio coverage at the given location and ensuring the necessary cooperation with the Service Provider for connection when physically and software connecting; g) ensuring the integration of all relevant elements of PZTS and EKV into the superstructure system C4, including the connection of headquarters and the configuration of the system C4 (e.g. setting groups, zones and user permissions). The contracting authority requires full service access via the keyboard of the PZTS/EKV system, in particular for the purpose of user management (inserting and deleting persons authorised to enter), updating contact telephone numbers for sending status reports and further administration of the system. The delivery also includes hardware and software interface (interface) for connection to the existing system C4 and further a mobile application for remote management of PZTS on the newly supplied technology; h) carrying out initial inspections and functional tests of the PZTS and EKV systems, supplying instructions for operation and maintenance in the Czech language and handing over properly completed operating books for each object; i) preparation of documentation of the actual implementation of the installed PZTS and EKV systems. For objects classified by the contracting authority into the category „medium and large objects“ and for the object „Headquarters“, this documentation will be supplemented by a so-called „cable book“, which will contain a detailed overview of the used cable routes and connections; j) provision of technical support in the management, maintenance and further development of the PZTS and EKV systems. Further development of the PZTS and EKV systems means a set of activities including in particular the supplementation of system components after their basic installation, the expansion of system functionality consisting in the implementation of new logical functions, integration or software modifications and the increase of capacity or scope of the system including expert advice and resolution of operational matters; k) possibility of supplementing and expanding the supplied PZTS and EKV systems, updating the project documentation according to the actual status and carrying out further activities related to the dismantling, relocation and re-installation of the systems based on the instructions of the contracting authority.
