It is specified that the deadline indicated in section 5.1.12 is Paris time. The helicopter(s) provided under the contract will be attached to the Air and Land Surveillance Brigade of Customs (BSAT) in Margny-lès-Compiègne, known as the Principal Operating Base (BEP). The aircraft must be able to be deployed autonomously by the DNGCD crews from the BEP and, on a regular basis, from temporary projection sites, helipads, or airports in mainland France, including Corsica. The helicopter(s) must also be able to be deployed, on an occasional basis, from a foreign border site. The helicopter is not intended to operate deep into the neighbouring country but may operate in an approximately 30km border strip. The services of the contract will mainly take place at the site in Margny-lès-Compiègne and in the premises of the contractor or their potential subcontractors; the accommodation capacity of the BSAT for this contract is limited to one aircraft on site. The contractor will be responsible for the organisation managing the maintenance of airworthiness (OGMN). The aircraft must be able to transport a minimum of four seated persons with equipment in addition to the standard crew, namely, two pilots and one operator. The aircraft must include specific mission equipment, notably of the type: • Optronic camera with infrared channel, • Visible and infrared spectrum searchlight. It may include a winch. As an indication, the planned air activity is between 450 and 600 flight hours per year, with a nominal forecast activity of approximately 500 flight hours. The main elements that allow the needs to be met are as follows: • propose a type of helicopter compatible with the defined operational need; • allow a projectable logistics support device of the NSO type over the entire national territory and, occasionally, on border sites; • be able to provide initial and complementary training for pilots and on-board operators; • be able to integrate mission equipment and provide the associated support. The contract may extend over a maximum period of 96 months. This is a defence or security contract. The present contract project is subject to the negotiated procedure in accordance with the provisions of Articles L. 2324-1, L. 2324-3, R. 2324-1, R. 2324-3, R. 2361-1, R. 2361-8 to R. 2361-12 of the Public Procurement Code. The contract project is a "composite" contract consisting of: - a part of fixed-price services, executable from the start of the contract, - a part of services that may be ordered by purchase orders in accordance with the application of Article R. 2362-8 of the Public Procurement Code, - in accordance with Articles R. 2372-19 to R. 2372-21 of the Public Procurement Code, the contract may present significant technical uncertainties, a part of supplies or services that could not be precisely defined in the initial public contract.
