Netherlands – Eye care products and corrective lenses – EA Brillen - 2026

The Ministry of Defence (hereinafter: the contracting authority) provides, based on eye measurements carried out at the Central Military Hospital (CMH), the Personnel Logistics Service Centre (DCPL) and the Centre for Man and Aviation (CML), all spectacle-wearing military personnel with a Service Glasses, a Deployment Glasses for the ballistic glasses (shatterproof glasses) and a Deployment Glasses for the field mask (CBRN mask). Aircrew additionally receive a Pilot Glasses, which is worn during the execution of daily tasks, and Defence firefighters receive a Deployment Glasses for use with the firefighter's mask. The spectacle-wearing military personnel use the Glasses (daily) at their workplace, for training and exercising, but also during deployment under the most severe conditions, including missions. As a military personnel, one often trains and works on physical fitness, so that skills and drills are mastered when it really matters. Various sports activities (excluding contact sports) are practiced. Training takes place on obstacle courses and under all conditions in rough terrain. In addition to training, exercises are carried out; such an exercise can last a few hours, but it can also be several weeks. Exercising can be in the Netherlands on the heath where the Glasses are exposed to sand and dust, but this can also be abroad, for example during cold-weather training in Norway (polar region), or a jungle training in Suriname (tropical conditions). The Glasses must therefore be suitable for use during these (physically) severe conditions and must stay securely on the head. In addition to severe conditions, the Glasses are also used in combination with a variety of optical (assistance) devices, such as binoculars, night vision goggles, sights, aiming devices, etc. Furthermore, it is important for military personnel who wear a (motorcycle) helmet for their work that the Service Glasses and/or Pilot Glasses are suitable for use in combination with wearing a (motorcycle) helmet. Finally, it is important that the Service Glasses have a unisex design and are not too fashionable, as they are worn by all military personnel.

Frames

The Contract consists of the delivery of the Frames, with the exception of the Deployment Frames, and the delivery of Nose Pads and Ear Tips for all Frames delivered by the Supplier. In addition, the Supplier is responsible for the inventory management, i.e. the timely collection from the contracting authority, of Deployment Frames supplied by a third party to Defence.

Glasses (delivery, grinding and mounting)

The Contract also consists of the delivery of Glasses, including the grinding and mounting of these Glasses in the Frames (including the Deployment Frames) based on the prescription provided by the contracting authority. As well as the subsequent packaging and shipping of the Glasses to the indicated locations of the contracting authority (CMH, DCPL, CML or Fire Department).

Additional products

The delivery and, in the case of Glasses, grinding and mounting of Additional products is part of the Contract. Additional products include Glasses with a spherical value that fall outside the standard range or specifications as included in the Appendix Programme of Requirements, as well as Accessories belonging to the Frames delivered by the Supplier, not being Ear Tips and Nose Pads for the Service Glasses Frame.
