The Deutsche Bundesbank (hereinafter also referred to as "Bundesbank" or "Contracting Authority") is the central bank of the Federal Republic of Germany. It has constitutional status as a federal public-law legal entity and is an integral part of the European System of Central Banks. It acts with the primary objective of ensuring price stability, manages the currency reserves, ensures the banking settlement of domestic and international payments, and contributes to the stability of the payment and settlement systems. Its headquarters is located in Frankfurt am Main and serves to fulfil these statutory core tasks and the public perception of the institution. With the end of the useful life of the current headquarters and an interim accommodation in rented premises, the Bundesbank is in need of acquiring a modern, representative and future-proof property for the future headquarters of the Bundesbank. The acquisition of the property on the basis of a yet-to-be-negotiated land purchase contract with a construction obligation (construction contract with final payment at a fixed price) (also referred to as the "purchase contract") is the subject of this procurement procedure. The land purchase contract requires notarisation. It is currently planned that the award of the contract and the notarisation will take place in immediate temporal connection. The draft of the land purchase contract will be made available to the bidders selected in the participation competition by the Bundesbank as a basis for negotiation. The objective of the procurement is to concentrate the workplaces of the headquarters in one property and to map the requirements and functions described in the procurement documents in an ensemble that meets the special requirements of the Bundesbank in terms of architecture and functionality. According to the current status, the requirements of the Bundesbank are to be implemented in a coherent building complex. A change in these requirements is possible within the framework of the negotiation procedure. The property must integrate areas for various special functions. These include, for example, a differentiated conference and meeting offer, comprehensive catering (including executive catering), areas for transport and logistics, and security centres. It is not excluded that special functions may be deleted, changed or added within the framework of the negotiation procedure. Both a new building and a core renovation of an existing building or a combination of both are possible to meet the requirements. The acceptance and handover of the property manufactured in accordance with the contract by the Bundesbank must take place no later than seven years after the award of the contract (milestone) according to the current planning. The time limits and milestones may change during the course of the procurement procedure. A binding determination of the time limits is planned for all milestones during the course of the negotiation procedure. According to § 2 S. 2 of the Act on the Deutsche Bundesbank, the Bundesbank has its seat in Frankfurt am Main. The selection area in which the property subject to the procedure must be located is the city area of Frankfurt am Main with the security-related exception of the areas of the airport site and the nearby Gateway Gardens (district 0518). The selection area results from the selection area document (Annex 1) and must be strictly observed when choosing the location. In the event of contradictions regarding the selection area between the description in the other procurement documents and Annex 1, Annex 1 shall take precedence. If plots of land and/or properties are offered that are located wholly or partially outside the selection area, this will result in the mandatory exclusion of the application. The property must be created on a plot of land in the selection area, on which the contractor, in accordance with the procurement documents, must be able to provide the contracted service in the event of a contract award, and transfer ownership of the plot of land to be developed to the Bundesbank, free of any encumbrances not assumed in accordance with the procurement documents, in particular the land purchase contract and its annexes. The land purchase contract and the requirements for the plot of land are the subject of the contract negotiations in the negotiation phase and may still change. Declarations regarding the plot of land must be made by the applicants or bidders in accordance with the procurement documents, from which it will become increasingly clear at each stage of the procedure whether the offered plot of land meets the requirements of the Bundesbank. Which documents must be submitted with the application is shown in the checklist of documents to be submitted by the applicant, which is provided with the procurement documents. The property with the property to be constructed or converted must meet the requirements of the Bundesbank, which are listed in the procurement documents, in particular the Functional Specification, the Space and Function Programme and the more detailed equipment and use specifications. These documents are the subject of the procurement documents, which are made available exclusively to the bidders who are invited to submit an offer. A change or specification of the requirements within the framework of the negotiation procedure is possible. In order for the applicants to assess whether they can meet the requirements - possibly with consortium partners and/or subcontractors and/or eligibility providers - an informative specification is attached to the procurement documents for the participation competition. This contains selected essential requirements of the contracting authority.
