Description

The Phase 2 project will include the design and construction of all works required (except for the Phase 1 Project works) to provide flood relief for Enniscorthy Town. The previous scheme, which was refused in 2022, incorporated a mix of physical flood barriers, dredging and other in river works. However, in considering options for Phase 2 going forward, the consultant will be required to consider these solutions along with careful consideration of upstream catchment management, upstream flood storage/attenuation potential, retreat/relocation, any other potential solutions and any combination of the foregoing. The appointment from this competition will be for all Stages I to V. All existing background information and data will first need to be reviewed prior to commencing into Stage I proper. The scheme will require Environmental Assessment and Stage 2 Appropriate Assessment. Application for statutory consents will be to Maritime Area Regulatory Authority (MARA) for a Marine Area Consent (MAC) and An Coimisiun Pleanala (ACP) for approval. It is anticipated that ultimately approval may need to be sought for Imperative Reasons of Overriding Public Interest under Article 6(4) of the Habitats Directive.
