Ellevio AB (publ) is conducting a procurement procedure with prior notification in accordance with the Act (2016:1146) on Public Procurement in the Utilities Sector (LUF) and hereby invites interested suppliers to apply to participate in the procurement of framework agreements for consultancy brokerage services regarding operational support in the electricity grid. Ellevio has a continuous and extensive need for external consultants to support the operation, development and project portfolio of the business. Consultants are currently employed in, among other areas: Grid & Technology, IT & Digitalisation, Core Functions, Management Consultants. All roles may occur at several experience levels (Level 1–4). Ellevio annually employs approximately 150–225 consultants, but this is not a guarantee and volumes vary greatly depending on the needs of the business, project portfolio and regulatory requirements. Procurement always takes place according to need and without volume commitments. Therefore, the framework agreement contains no volume guarantee, and procurement takes place solely based on actual needs in accordance with LUF's principles of equal treatment and transparency. It is of great importance to Ellevio that the selected supplier has: a stable organisation, significant experience in consultancy brokerage, a broad and relevant brokerage network, the ability to handle procurement quickly and qualitatively within all areas of competence, the role as an intermediary, without own production of consultancy services, experience from the electricity grid sector or equivalent technically complex sector, the ability to deliver consultants to all Ellevio locations: Stockholm, Karlstad, Bollnäs and Kungsbacka, established with own offices in Stockholm or Karlstad. Mandatory qualification requirements: Ska-requirements form (electronically in e-Avrop), Ellevio's Code of Conduct, Declaration of Honesty, Insurance regarding EU sanction 2022/576, Reference from the electricity grid sector or equivalent sector. Applications that are not complete will be rejected in accordance with LUF's requirements for transparency and equal treatment. Ellevio may allow corrections of obvious errors and request clarifications, provided this can be done without risk of discrimination or restriction of competition. The procurement is conducted in two steps: Step 1 – Application and qualification: Suppliers are assessed against the ska-requirements and qualification requirements in e-Avrop. Step 2 – Invitation to submit a tender: Suppliers who meet all mandatory requirements are invited to submit a tender and are then given access to the full request for proposal. This procurement concerns one (1) award. The framework agreement is valid from 2026-07-01 for two (2) years, with the option to extend by up to two (2) years at a time, up to a maximum of three (3) times. Total possible contract period: eight (8) years. Interaction with other Ellevio agreements: Ellevio has other valid agreements for certain service areas. This framework agreement is not exclusive and does not affect Ellevio's obligation to procure from other agreements where procurement order applies. Ellevio therefore reserves the right to procure from other framework agreements when this is appropriate, and to let procurement volumes within this framework agreement vary over time. The descriptions of the procurement object provided in step 1 are overview and aim to give a general picture of Ellevio's needs, in order to enable suppliers to assess whether the procurement is of interest. The requirements and conditions that apply for the selection of suppliers in this phase are stated in the ska-requirements in e-Avrop. All mandatory requirements must be met for the application to be approved. Suppliers are requested to carefully review the material, answer all questions correctly and attach all requested documents in connection with the application. Communication and procurement tool: Ellevio uses e-Avrop as the procurement tool. All communication, questions and supplements take place exclusively via e-Avrop to ensure transparency, equal treatment and complete documentation. Confidentiality: Absolute confidentiality applies in accordance with 19 kap. 3 § second paragraph of the Public Access and Secrecy Act (2009:400) until a decision on award is made or the procurement is otherwise completed. Application: The application must be submitted electronically via e-Avrop by the date stated in the system. Applications via e-mail or post are not accepted. All documents must be submitted in the format and manner stated in e-Avrop. Language: The application must primarily be written in Swedish. Decision: The applicants who proceed to the next step (step 2) of the procurement and have the opportunity to obtain the request for proposal, are notified of this. Questions and further supplements: Ellevio may change or supplement information in the invitation or its appendices during the application period.
