France – Architectural services for buildings – REGROUPEMENT DES SERVICES DE L'ENFANCE ET LA PETITE ENFANCE SUR LA COMMUNE DE LOULAY

This project concerns the restructuring and expansion of the school complex located in the municipality of LOULAY to bring together the children and early childhood services. The aim of Vals de Saintonge Communauté is to bring the services together in a single structure around the school to: - Potentially share common spaces - Give the site a coherent overall design through links, communications between spaces that would encourage collective projects - Meet the sometimes divergent needs of the site's occupants. The entire project must be part of an exemplary environmental approach in terms of both construction choices and operation. The designer must be proactive in supporting the Contracting Authority in achieving these objectives. The Nouvelle-Aquitaine Sustainable Building Approach (BDNA) has been selected for this project. The operation involves both demolition/asbestos removal, restructuring, new construction and external landscaping work. A brief description of the programme is attached to the present consultation dossier. The estimated budget for the works is 2,9 million euros, excluding tax. This consultation therefore aims to conclude a contract for the design of a restructuring/construction operation, with the following mission elements: DIAG, ESQ, APS, APD, PRO, ACT, EXE/SYN, VISA, DET and AOR. The STD (dynamic thermal simulation) and FLJ/ALJ (daylight factor / daylight autonomy) studies are considered in the basic missions, as well as the compilation of the evidence elements necessary within the framework of the BDNA approach. Additional missions: - OPC / SSI - Whole-life costing with determination of maintenance and operating costs. The design team will be composed of the following integrated or associated skills with a group leader: - Architect, Diplômé par le Gouvernement (DPLG) or Habilité à exercer la Maîtrise d'oeuvre en son nom Propre (HMONP) (group leader) - Technical study office(s) competent in the following fields: o Structure, o Fluids, o Acoustics, o Kitchen, o VRD, o Quantity surveyor, o Environment and BDNA approach o Landscape architect. This engineering, which can be composed of one or more study offices, can be either internal or external to the architect in charge of the project's design. - OPC - SSI - Whole-life costing with determination of maintenance and operating costs. The Architect will be the group leader. The contract will run for a planned duration of 48 months, broken down as follows: - 12 months maximum for studies (from notification to notification to contractors) - 36 months maximum for works, divided into several successive phases to which will be added: - a 12-month GPA period. - participation in the BDNA commissions: design phase, implementation phase and operation phase (2 years after delivery). This overall deadline will start from the notification of the order specifying the start and will end at the expiry of the legal (perfect completion) or contractual periods relating to the works and participation in the last BDNA commission.
