Finland – Building-fabric consultancy services – VAV / Lasirakenteisten parvekekaiteiden tarkastus

The objective of the Buyer is to procure a partner to ensure the safety and condition of the glazed balustrades of the balconies and glazed barriers of the stairwells of the VAV Group's properties. The scope of the procurement is described in the attached documents. There are a total of 44 target sites, with 2,786 apartments. The sites are owned by VAV Asunnot Oy, VAV Palvelukodit Oy and VAV Yhtymä Oy. The sites are located in various parts of the city of Vantaa. The sites have been divided into four (4) groups. A bid can be submitted for all or some of the groups. The award criterion for the contract is the total price per group. Invoicing will be done per site based on the tenderer's completed tender table. The inspection will be carried out in accordance with the “Recommendations and guidelines for the inspection of balcony glazed barriers in the Helsinki Metropolitan Area” (Attachment 2) and the RT 103757 card instructions. An inspection report will be prepared for the Buyer for each site, presenting the result of the inspection of each glazed barrier and the proposed follow-up measures. The contract will follow KSE 2013. The basis for charging for the contract is the total remuneration. The contract does not reimburse: “5.4 Special compensations”, “5.5 Expenses” (such as e.g. possible lifting costs) and “5.6 Reimbursement of travel expenses and travel time” but these must be included in the bid price. If the total number of completed glazed barriers for the group's balconies and stairwells is greater than the number of apartments stated in the invitation to tender, the contractor has the right to additional compensation at the unit price (unit price = group bid price / number of apartments in the invitation to tender). The contractor must draw up a resident notice per site for the inspection (e.g. schedule, measures at the site). The Buyer will handle the distribution to the residents.
