Purchase of financial-banking services for the implementation of the combined financial instrument with grant executed through the “Regional Participation Fund for the Growth of Competitiveness of Municipalities”, financed through the North-East 2021-2027, South-East 2021-2027 and Bucharest-Ilfov 2021-2027 Programmes, administered by Banca de Investiții și Dezvoltare S.A. Banca de Investiții și Dezvoltare implements the combined financial instrument with grant in a single operation, namely the Regional Participation Fund for the Growth of Competitiveness of Municipalities (FPR). Therefore, it is necessary to select financial intermediaries and conclude a framework agreement and subsequent contracts without reopening the competition with economic operators who will have the role of financial intermediary. The implementation of a combined financial instrument with grant requires complex competencies in the management of European and national funds, compliance with regulations and ensuring financial flows. Number of days by which clarifications can be requested before the deadline for submission of tenders: 18. Clarifications will be sent by e-mail to [email protected]. The contracting authority will respond, also by e-mail, clearly and completely to all requests for clarification/information additional addressed within the period provided for in the notice, on the 11th day before the deadline for submission of tenders.
