This consultation concerns the framework agreement with purchase orders for the performance of surveyor and topographer missions relating to property management, construction and/or rehabilitation and/or acquisition/improvement and/or disposal and/or demolition and/or residential conversion and/or management and/or request for social utility conventioning on existing property that may be carried out on various residences located in the Val d'Oise department. The procurement procedure used is: open tender. It is subject to the provisions of Articles L. 2124-2, R. 2124-2 1° and R. 2161-2 to R. 2161-5 of the Public Procurement Code. A first consultation was launched in 2025 (notice no. 378577-2025 published on 12 June 2025). All the lots were awarded. However, the buyer decided not to renew the two lots of the framework agreement, as of 30 November 2026. They were thus the subject of a non-renewal decision dated 3 August 2026. The remaining need to be satisfied, it is the subject of the present procedure. The framework agreement is divided into two lots, broken down as follows: - Lot No. 1 - Performance of land-related services or related to co-ownership, under the monopoly of the profession of Surveyors-Experts - Lot No. 2 - Performance of topography, networks or implantation services by topographical surveyors. Since certain services cannot be precisely determined in their frequency, their rhythm, their nature, or their extent, the buyer has decided to use a split contract in the form of a framework agreement with purchase orders and this in accordance with Articles L2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the Public Procurement Code. The minimum and maximum amounts over the annual duration of each of the lots of the framework agreement are as follows: Lot No. 1: - Annual minimum amount: NONE - Annual maximum amount: 250,000.00 euro(s) Lot No. 2: - Annual minimum amount: NONE - Annual maximum amount: 400,000.00 euro(s) The two lots of the framework agreement are concluded as of 1 December 2026 or their notification date if later, for a period of one year. They are renewable by tacit renewal, three (3) times for periods of one (1) year, without their overall duration being able to exceed four (4) years. However, it may be put an end to each of the above lots of the framework agreement at the expiration of each period by the OPH Val d'Oise Habitat, which will inform the holder of its decision 3 months at least before the end of the current period, by registered letter with acknowledgment of receipt. The non-renewal of one or both lots of the framework agreement under these conditions does not entitle the holder of the lot to any compensation and who may not refuse their renewal.
