Germany – Architectural, construction, engineering and inspection services – Generalplanerleistungen für den Umbau und die Sanierung des Wohnblocks Friedrichstraße 14-18 in 15537 Erkner

General Description: Wohnungsgesellschaft Erkner mbH, as a municipal subsidiary of the City of Erkner, intends to carry out a comprehensive renovation and modernisation of the residential block at Friedrichstraße 14-18 in 15537 Erkner. As with the already completed renovation and modernisation of the residential block at Friedrichstraße 10-12a, the construction work will also create a partial expansion of the existing apartment layouts through alterations. The planned renovation and modernisation will be carried out while the building is fully occupied and fully let. According to the current cost estimate, the construction costs (cost groups 200-500 and 700) amount to approximately 8.8 million EUR. Due to the complexity of the planning tasks, which require not only technical building equipment but also architectural and structural planning services, the contracting authority has decided to award the planning services to a general planner.

Scope: The floor area comprises approximately 3,053 m² with 54 residential units.

Project Costs: The cost estimate is approximately 8,800,000 EUR (gross) for cost groups 200-500 and 700 according to DIN 276.

Project Duration: March 2027 to May 2029

- Building Physics (Thermal Protection/Energy Balancing and Building Acoustics) (Attachment 1 HOAI 2021)

- Civil Engineering

- Fire Protection Planning

The general planner is to provide all phases of service according to HOAI, taking into account the existing planning. The contract is to be awarded in stages (Stage 1: LPH 1-3, Stage 2: LPH 4, Stage 3: LPH 5-7, Stage 4: LPH 8-9). The general planner's scope of services also includes the complete approval planning and building permit application, regardless of the provisions of the new building regulations. The contracting authority assumes that additional special and other services will be required. The contracting authority expects the contractor to advise on these services and either provide them himself or subcontract suitable subcontractors.

- Fire Protection Planning (preliminary design, design, verifiable and approvable fire protection concept) AHO Heft 17, LPH 1-9

- Energy Performance Certificate after completion of construction

- Participation in tenant events

- Inspections of apartments with tenants

- Project-accompanying grant management

- Handling of the tenders of the individual trades via the e-procurement platform of the contracting authority

- Preparatory work for the modernisation announcement and levy according to the German Civil Code (BGB)

- Site investigation

- Comprehensive investigation of hazardous materials in selected components (window area, roof)

- Material and constructional investigations (optional)

- Structural investigation of the loggia anchorage

- Inspection of loggia supports and parapet railings

- Noise emission forecast, determination of relevant external noise levels

- Ventilation concept for existing building (optional)

The contracting authority has already completed extensive renovation and modernisation measures for the adjacent residential block at Friedrichstraße 10-12a in 2025. As part of this, investigations have already been carried out, which will be made available to the selected bidders in stage 2 of the negotiation procedure. The contracting authority does not intend to appoint a project manager.
