The underlying procurement procedure involves awarding framework agreements to up to ten framework partners. These will form an expert pool through which districts, municipalities, and their subsidiaries and sub-subsidiaries, as well as other participations, the state of North Rhine-Westphalia, the state's subsidiaries and sub-subsidiaries in NRW can commission the preparation of urban development framework plans without their own procurement procedure. The framework agreements are designed as genuine contracts for the benefit of third parties, who in turn are public contractors. NRW.URBAN is awarding the framework agreements on behalf of the Ministry for Federal, State, and Municipal Affairs, Building and Digitalisation as the central procurement agency for the municipalities and municipal companies in NRW and will later manage the expert pool by providing a platform for contractors to commission a framework partner. A high degree of automation of this process is envisaged. The contractors of the individual orders will be the districts and municipalities or municipal companies as well as the state's subsidiaries and sub-subsidiaries in NRW. The framework agreements will be concluded for a period of two years.
