The City of Halle wishes to purchase a new management application with this tender that can better meet the needs of all stakeholders. This includes the administration and its representatives, employees, the local police zone, but especially its external clients: citizens. Stakeholders expect increasingly efficient and effective service delivery, and we want to better meet these expectations with a new application. For employees, this expectation is oriented towards a low-threshold application or uniform interface to make maximum usability possible. For citizens, the expectation aligns with the digital service delivery strategy of the Flemish Government and the City of Halle strongly wishes to invest in the use of the Flemish building blocks provided by Digitaal Vlaanderen. The offered solution must at all times comply with the general instructions determined by the Federal Public Services in the domain of Civil Affairs. It can easily integrate into the existing architecture and with current applications by relying on an open-data and API philosophy with sufficient interoperability.

o Explanation and negotiation session

On pain of nullity of his offer, the bidder is expected to attend an explanation session when requested by the contracting authority. During this session, the bidder is expected to explain his offer and answer questions. The contracting authority will indicate upon invitation whether this session will take place physically or virtually. Questions can be answered using a live demo setup of the application. For the explanation sessions, 4 blocks of 4 hours are available, spread over 2 days. The dates will be communicated later. The blocks will be assigned by the contracting authority to the bidders retained after selection.
