Description

The objective of the project is to assess the impact of invasive predator species on the populations of particularly and strictly protected amphibian species in the western part of Saxony-Anhalt between Oschersleben in the southeast and Harbke in the northwest. The service includes the inventory of the entire amphibian population and the predators present at the breeding sites (especially raccoon) on a total of at least 3 inspection dates. It also includes an assessment of the conservation status of the populations of species listed in Annexes II and IV of the Habitats Directive found, as well as the documentation of the results. The subject of the present tendering procedure is the inventory of amphibians in the year 2028 in a total of approximately 4 map sheet areas. The service is divided into two spatial lots, for which separate bids can be submitted.

2.1 Investigation Area

The project area (hereinafter referred to as UG) is located in the western part of Saxony-Anhalt between Oschersleben in the southeast and Harbke in the northwest. To the north, it is roughly bounded by the course of the A2 motorway. The UG covers a total area of approximately 489.92 km2, which corresponds to an area of approximately 3.85 full map sheets (on average 127.3 km2 per map sheet). It is divided into two spatial lots, namely:

2.1.1 Lot 1 – Between Harbke and Wulferstedt

The UG is located on the western border of Saxony-Anhalt between Harbke in the north and Wulferstedt in the southeast and covers a total area of approximately 235.82 km2, which corresponds to an area of approximately 1.85 full map sheets (on average 127.3 km2 per map sheet).

2.1.2 Lot 2 – Between Eilsleben and Oschersleben

The UG includes the two map sheets Seehausen (3833) and Oschersleben (Bode; 3933) south of the A2 motorway and covers a total area of approximately 254.10 km2, which corresponds to an area of 2 full map sheets (on average 127.3 km2 per map sheet).

Note: Award Limitation

There is a lot limitation in the form of an award limitation for the award of lots. According to this, a maximum of one lot per bidder is awarded. Bidders may submit offers for one or more lots. If a bidder applies for several lots but only seeks the award for a certain number of lots not covered by the award limitation, this must be explicitly stated with the submission of the offer. The bidder must specify a continuous ranking in the form of an additional attachment to the offer (informal). The evaluation is carried out in the following steps:

1. The most economical offer is determined for each lot.

2. If a bidder has submitted the most economical offer for more lots than he can be awarded due to the lot limitation, the ranking communicated by the bidder decides which lots he is awarded.

3. For the lots for which this bidder does not receive an award due to the lot limitation, the offer with the second most economical value is awarded, provided that the quota according to the lot limitation has not already been exhausted for each bidder, etc. The same applies if the bidder has indicated a higher priority for a "becoming available" lot than for the lots awarded to him in the first round.

4. In the event that lots cannot be awarded due to insufficient bidders remaining in the evaluation, the lot limitation may be waived by the contracting authority. As a result, more than two lots may be assigned to a bidder. Only those bidders who have also applied for the remaining lots are eligible for this reallocation of the lots. The distribution is made according to the above points 1. to 3. If a bidder refuses to participate in this reallocation, this must be explicitly stated with the submission of the offer.
