The subject of the public procurement is the selection of a contractor for the production and delivery of advertising textile souvenirs (also known as "stock") for the needs of the Medical University "Prof. Dr. Paraskev Stoyanov" - Varna, in accordance with the technical specification (Annex No. 1). The procurement includes periodic deliveries of previously stated and specified by the Contracting Authority in terms of type, technical data, composition and quantities of goods, as well as the performance of personalization on textile souvenirs purchased by the Contracting Authority. The present public procurement is reserved pursuant to Article 12, paragraph 2 of the Public Procurement Act and is intended for awarding to participants under Article 12, paragraph 1, item 1 of the Public Procurement Act, as the subject matter includes deliveries of goods from the List of Goods and Services in accordance with the General Terminological Dictionary, adopted with RSM No. 591/18.07.2016. When the participants are specialized enterprises or cooperatives of persons with disabilities, the same must meet the conditions in Article 12, paragraph 5 and paragraph 6 of the Public Procurement Act. Other interested parties may participate in the public procurement, but their offers will be considered only if there are no admitted offers from persons under Article 12, paragraph 1 of the Public Procurement Act. Nature and quantity of activities performed: production and delivery of 13,000 advertising textile souvenirs, in accordance with the attached technical specification (Annex No. 1). The quantities specified in the technical specification are forecasted for 12 months and will be used to evaluate the offers. The declaration of the type and quantities of goods is determined by the Contracting Authority depending on its specific needs and financial security. The Contracting Authority is not bound by the obligation to exhaust the stated maximum allowable value and volume of the contract, and reserves the right to order more and/or less than the forecasted quantities, including declaring products that are not included in the technical specification, subject to the conditions described in the Instructions - Item 5 Option at award. The unit price for the production and delivery of advertising textile souvenirs (including the price for personalization per corresponding print run), with a design project prepared by the Contracting Authority, must be final, per unit (piece), not subject to change during the execution of the contract and include all activities and costs of the Contractor, directly or indirectly related to the execution of the subject of the order (for materials, packaging, printing, transportation costs to the place indicated for delivery, taxes, duties, customs and other additional costs), representing the full and final unit price without VAT for the execution of the order. In cases where the Contracting Authority does not submit a ready-made design project up to format A3, its preparation will be paid for in accordance with the price indicated in the Contractor's Price Offer (Sample No. 3) without VAT. The price for preparing a design project is paid once. Upon re-ordering of goods for which a design project has been prepared and approved, the Contracting Authority will pay only the price for production and delivery. The performance of personalization on advertising textile souvenirs purchased by the Contracting Authority and on advertising textile souvenirs not described in the technical specification, as well as personalization for a larger number of colors and print impressions than the minimum set in the technical specification, will be paid for in accordance with the unit prices indicated in the Contractor's Price Offer (Sample No. 3). By personalization in the present public procurement, it should be understood as the visualization of images on souvenirs made of various materials, through the use of various types of technologies. Deadlines for the execution of applications: • for the preparation and approval of the personalization design - no longer than 3 working days from the date of submission of the application by the Contracting Authority; • for the execution of personalization on goods purchased by the Contracting Authority - no longer than 5 working days from the date of their provision by the Contracting Authority; • for the production and delivery of advertising textile souvenirs – no longer than 10 working days from the date of approval by the Contracting Authority of the personalization design. The overall forecasted value of the present public procurement for the period of its execution is 81,800.00 euros without VAT, which includes: 1. Total value for products included in the technical specification - 80,700.00 euros without VAT; 2. Total value for products not included in the technical specification (option) – 1,100.00 euros without VAT.
