France – Energy and related services – Marché global de performance en vue de la mise en oeuvre d'une stratégie d'amélioration de la performance énergétique et environnementale des bâtiments communaux de la Ville d'Obernai

This contract aims to: - Improve the energy performance of buildings; - Optimise energy consumption and expenditure; - Improve the quality of the service provided; - Ensure the sustainable management of operating costs. To achieve the minimum objectives set out in the Technical Programme, the contract combines: - The design and implementation of an energy renovation programme and compliance and safety works relating to buildings and technical installations; - The operation and maintenance of installations; - Major maintenance and equipment renewal. In this context, the contractor will be responsible for the following services: Work services - Energy performance improvement works; - Replacement of the existing Building Management System (BMS); - Installation of dedicated metering and sub-metering; - Compliance and safety works as specified in the tender documents. Administrative and financial services - Preparation of grant application files (ADEME, CEE, other schemes); - Preparation of classification files for two heating networks (GS Europe and GS du Parc). Operation and maintenance services - Service P1 for the supply, control and management of biomass, necessary for the production and distribution of heat; - Service P2-1 for the control and management of energies, necessary for the production and distribution of heat and cold; - Service P2-2 for the maintenance and minor maintenance of installations; - Service P3 for major maintenance and renewal of installations; - Services R1 and R2 carried out within the framework of one or more heating networks operated by the contracting authority, relating to the supply of heat from biomass to subscribers; - The possible performance of additional works based on a schedule of unit prices.
