Germany – Business services: law, marketing, consulting, recruitment, printing and security – Sicherheitsdienstleistungen Staffel 10.3

The subject of this procedure is the awarding of security services in Central Reception Facilities (ZUE) and Initial Reception Facilities (EAE) for refugees of the state of NRW (Lot 10.3). The District Government of Arnsberg is managing this procedure for the participating District Governments of the state of NRW. The Land NRW, represented by the respective District Government, will be the contracting authority's contracting partner. The contract to be awarded includes services in the field of security. For each facility, one bidder or consortium will be commissioned to carry out the service. Additionally, the second- and third-ranked companies will each move into a standby position. If the contract with the first-ranked company is terminated prematurely during the basic term (e.g. due to insolvency or extraordinary termination), the respective competent District Government may, as an alternative to conducting a procurement procedure, first ask the second-ranked and then the third-ranked company whether they would take over the services at the offered contractual conditions. The contracting authority is not obliged to use this mechanism. If the contracting authority decides against this, it will inform the second- and third-ranked bidders accordingly.
