Description
Currently, more than 10,000 fire brigade vehicles are in use at the municipal level in Baden-Württemberg. The municipalities and districts procure the fire brigade vehicles themselves and receive a grant from the state for partial financing of the investment, according to the administrative regulation on grants for the fire service (ZFeuVwV). The procurement processes for fire brigade vehicles generate a high level of internal administrative effort and are also accompanied by external consultations and expert opinions in individual cases. The ZFeuVwV provides for the joint procurement of fire brigade vehicles instead of individual procurement measures. The municipalities receive correspondingly higher grants if they participate in the joint procurement. The Ministry of the Interior, for Digitalisation and Municipal Affairs Baden-Württemberg (IM.BW) is now planning the joint procurement of water tenders (TSF-W) for the municipalities of the state of Baden-Württemberg. With the award of a contract in this tendering procedure, a separate supply contract for the delivery of the subject of the tender TSF-W will be concluded with each of the municipalities involved. A total of 49 water tenders will be procured for the municipalities of the state of Baden-Württemberg as part of this tender. The requirements for the delivery order and the subject of the contract vehicles are set out in this specification and the other tender documents, in particular the VG-Nr. 2 "Performance Schedule", in which the specific requirements for the chassis and body of the subject of the contract water tenders (TSF-W) are set out, and the VG-Nr. 3 "Supply Contract", which contains the contractual regulations for the performance of the contract. The subject of this contract is the manufacture and delivery of the chassis and the fire service body TSF-W as well as the associated water tender. The fire service equipment will be tendered at a later date. To avoid interface problems, the chassis, body and water tender are combined into one contract (see, for example, expert recommendation DFV No. 1 of 11.08.2017, hints on the division of lots of the Bavarian Ministry of the Interior of 20.04.2018).
