The Federal Ministry of Labour and Social Affairs (BMAS) is thematically responsible for the fundamental issues of the welfare state, the world of work, labour market policy, employment of foreigners, unemployment insurance, basic security for jobseekers, labour law, occupational safety, social insurance, old-age provision, participation and the concerns of disabled people, social compensation, social assistance, European and international employment and social policy, and the European Social Fund. The BMAS carries out public relations measures within its remit. These measures are to be supported by an advertising agency. The focus of the task will be on supporting the strategic and conceptual alignment of communication measures, as well as the visual and textual design of films, advertisements (print and online), brochures, flyers, posters, etc. This requires a particular creative potential on the part of the agency to be won, which is to be explored within the framework of the negotiated procedure with a competitive dialogue. In this context, the Federal Ministry of Labour and Social Affairs is seeking a suitable advertising agency within the framework of a Europe-wide procurement procedure to support it in the conception, development and implementation of communication measures and campaigns. The agency sought has the necessary knowledge, experience, structures and competencies for the following range of services: strategy and conception, planning, design, production/implementation and evaluation of advertising measures, as well as general tasks. The submission of offers for only part of the service is not possible. The concerns of accessibility for the final design of advertising measures must be taken into account during the conception phase, as well as the respective valid corporate design of the BMAS, if necessary.
