THIC, Tierp and Heby Procurement Centre is establishing a dynamic purchasing system (DIS) for construction contractors. A dynamic purchasing system works by having tenderers apply to become qualified in the system. To be qualified, the set qualification requirements must be met. This dynamic purchasing system is divided into three sub-sectors to allow entrepreneurs of different sizes to submit tenders depending on the contract size. It is possible to apply to become qualified as a general contractor, regardless of trade within the construction industry, if the set qualification requirements are met. Turnover and experience requirements are specified per sub-sector below. The reason the DIS is size-segmented is to open the market for companies of different sizes to achieve a sound and purposeful competition. The contracts relate to construction contracts exceeding 300 000 SEK in contract value and will be advertised continuously as needed. Smaller jobs will be tendered through separate framework agreements per trade category.
